HOR Establishes Internal Audit Department to Boost Accountability

In a move to enhance accountability and financial oversight, the House of Representatives has officially established an Internal Audit Department. The decision was made to strengthen governance within the legislative body and improve transparency in its financial operations.

The resolution to create the new department was passed unanimously by Plenary after a proposal by Maryland County District 1 Representative, Hon. P. Mike Jury. During discussions, Jury emphasized the pressing need for a robust internal audit system to ensure greater financial and operational accountability.

Jury pointed out that the lack of an Internal Audit Department had raised serious concerns about the credibility and reputation of the House. He argued that creating such a department would improve the institution’s financial management and ensure that processes are transparent and aligned with ethical standards.

The new department will oversee the implementation of a financial system designed to guarantee accountability, review existing processes to improve efficiency and ensure compliance with laws and regulations. It will also scrutinize financial records for accuracy, mitigate risks, and recommend enhancing risk management strategies.

Additionally, the department will advise House leadership on financial and operational matters, promote ethical standards, safeguard assets, and conduct investigations when necessary.

Hon. Jury underscored that the establishment of the Internal Audit Department aligns with international best practices and is a critical step toward restoring the dignity and integrity of the House of Representatives. He expressed hope that the new department would serve as a key pillar in the ongoing reforms within the Legislature.

Following a thorough debate during the 9th day sitting of the 1st Quarter of the 2nd session, the Plenary voted to approve the department’s creation. This move marks a significant milestone in the House’s ongoing efforts to improve financial accountability and institutional governance.
