Exposed: NDMA Executive Director Ansu Dulleh Lied

The Executive Director of the National Disaster Management Agency (NDMA), Ansu Dulleh, has been exposed in a series of financial misdeeds that reveal significant corruption and mismanagement of public funds, totaling over US$1 million.

A recent investigation has uncovered that Dulleh falsified his financial reports for Fiscal Year 2024, including claims of procuring relief items, particularly rice. In an effort to cover his tracks, Dulleh hastily arranged the purchase of 1,000 bags of rice on March 18, 2025, following revelations of his corruption. A leaked invoice and the license plate number of the truck delivering the rice to the NDMA office prove his fraudulent actions.

In addition to the rice scandal, Dulleh falsely reported that the NDMA’s roof was renovated in 2024, a project he only began working on after being invited for questioning by the Liberia Anti-Corruption Commission (LACC) and the General Auditing Commission (GAC). Evidence confirming this was also leaked, further corroborating the growing body of evidence against him.

Dulleh is also under scrutiny for inflating his procurement of two “brand new 17-seater Force Traveller buses,” which he claimed were purchased for US$40,500 each. However, upon closer inspection, it was revealed that these buses were, in fact, 2023 models, not the 2025 models Dulleh had previously claimed. An image taken from beneath the driver’s seat exposed the original manufacturing year, debunking Dulleh’s claim that the buses were “brand new.” Further investigation revealed that while other government agencies, such as the Ministry of Post and Telecoms (MOPT) and Oilers Sports Association (OSA), bought 21-seater buses for US$28,000 each, Dulleh’s buses were not only substandard but also grossly overpriced.

Dulleh’s false claims also extend to other areas of his financial report, where he reported completing projects that his predecessors had already finalized. Additional evidence has surfaced, showing Dulleh’s involvement in falsifying stock records, creating fake deliveries, generating fraudulent waybills, and inflating prices. These actions, along with missing supplies and untraceable beneficiaries, have raised serious questions about his leadership and the handling of public funds at NDMA.

With over US$1.3 million in public funds unaccounted for, Dulleh is now the subject of dual investigations by the LACC and the GAC. These investigations are set to probe deeper into the extent of the financial discrepancies and fraudulent activities under his watch. Civil society organizations and activists have called for immediate action, with some demanding that President Joseph Boakai suspend Dulleh as part of a broader effort to root out corruption within the Government.

“We won’t allow anyone to steal from our people. We will come after you if you do that,” stated one prominent civil society activist. As the investigation continues, it remains to be seen how Dulleh will respond to the mounting evidence against him and whether the Government will take further accountability measures.
