MCC Qualifies Liberia as Candidate Country for FY2026

Monrovia, September 8, 2025 — The Millennium Challenge Corporation (MCC) has officially qualified Liberia as one of 87 candidate countries for fiscal year 2026, a designation that positions the nation for potential economic growth support through a future MCC Compact.

The announcement was made through the MCC’s Candidate Country Report presented to the U.S. Congress in accordance with Section 608(a) of the Millennium Challenge Act of 2003, as amended (22 U.S.C. §§7701, 7707(a)).

The Act empowers the MCC to provide targeted development assistance to countries that demonstrate a commitment to good governance, economic freedom, and investments in their citizens. By qualifying as a candidate country, Liberia is now eligible for consideration to enter into a Millennium Challenge Compact, which could unlock significant U.S. government resources for infrastructure, governance reforms, and sustainable economic growth initiatives.

Alongside Liberia, other African countries such as Togo, South Africa, Angola, Benin, Sierra Leone, and Algeria also qualified. Globally, nations like Afghanistan were also listed among the candidate countries.

Meanwhile, several countries were deemed ineligible due to restrictions under U.S. law, including Burkina Faso, Burma (Myanmar), Eritrea, Guinea, Mali, and Ghana, among others.

The MCC compact program has historically supported transformative projects in partner countries, ranging from electricity and road infrastructure to education and water supply improvements. Liberia’s qualification signals renewed international confidence in the country’s governance trajectory and its potential to drive lasting economic progress.

If selected for a Compact, Liberia would join a group of nations that have leveraged MCC support to reduce poverty and stimulate inclusive growth.
