Liberia Land Authority Signs Landmark MOU with South Korean Firms to Develop National Land Information System

Monrovia, Liberia — In a significant step toward modernizing land governance, the Liberia Land Authority (LLA) on Thursday signed a landmark Memorandum of Understanding (MOU) with South Korean firms ALLFORLAND and LTMETRIC to develop the Liberia Land Information System (LIS).

The three-year agreement, signed at the LLA headquarters on Ashmun Street in Monrovia, aims to establish a digital land administration platform designed to improve transparency, efficiency, and accountability across Liberia’s land sector.

Under the MOU, the partners will collaborate on key areas including technical and policy advisory services, legal and institutional reforms, geospatial data management, IT system development, and capacity building for local land administration professionals.

The agreement outlines seven core areas of cooperation:

1. Provision of technical and policy advisory services for LIS development.

2. Support for legal and institutional reforms in land administration.

3. Establishment of frameworks for geospatial data collection and standardization.

4. Development of IT infrastructure and integration of existing data.

5. Identification of service delivery models using LIS for both public and private sectors.

6. Technology transfer and training programs to build local capacity.

7. Pilot implementation of LIS in Montserrado and Margibi Counties.

Speaking at the signing ceremony, Mr. Joe Williams, Vice-Chair of the LLA and Officer-in-Charge, hailed the partnership as a transformative milestone.

“This partnership demonstrates our shared vision to build a modern and transparent land management system that benefits all Liberians,” Williams said. “The Liberia Land Authority remains committed to ensuring the successful implementation of this agreement.”

Dr. Mahmoud Solomon, Commissioner for the Department of Land Administration, also welcomed the initiative, emphasizing its potential impact.

“This initiative will take Liberia a long way in strengthening land governance and promoting equitable access to land resources,” he said.

Representing the South Korean consortium, Mr. Sung Donggwon, Chairman of ALLFORLAND, described the project as a strategic investment in Liberia’s land sector.

“Our goal is to provide technical expertise, share best practices, and help build a sustainable digital land system in line with international standards such as ISO, UPU, and UN-GGIM,” Sung noted.

The LIS is expected to streamline land registration processes, minimize disputes, and enhance transparency in property transactions. It also supports the Liberian government’s broader Digital Transformation Agenda aimed at modernizing public services through technology.

Implementation of the partnership begins immediately, with pilot activities scheduled to roll out in the coming months.

The signing ceremony was attended by senior officials of the LLA, including Commissioner for Land Use and Management Hon. Uriah Garsinii, Executive Director Stanley N. Toe, and Director for Land Policy and Planning Julius Kawa, among others.
