Grand Bassa County Education Officer (CEO) has suspended Principal Naomi Nagbe for a month without pay and Education District Office (DEO) Philip Wrogbo for two months without pay for violating the policy of the Ministry of Education.
According to the letters in the possession of Verity News dated November 17, 2025 Principal Naomi Nagbe was suspended for violating the Code of Conduct for teachers and school’s administrators of 2014.
Background of the offenses
The investigative panel setup of by Hon. Amos A. Fully, Deputy Minister for Instruction after their full investigation concluded that Principal Nagbe tied LD2,000 student project fees directly to the official graduation fee of LD5,000 contrary to the Ministry of Education’s policy which according to the panels was prohibited.
And for DEO Philip Wrogbo he was suspended for taking unilateral decision of suspending Principal Naomi Nagbe without approval of his boss, the County Education Office. This according to the investigative panels violates Chapter 3 (Professional Practices) section 3.4.10 which requires that all administrators abide by educational policies and regulations governing the administration and operation of schools in the Republic of Liberia. The letter addressed to DEO Wrogbo also stated that he grossly disrespected the County Education Officer by refusing to reverse the suspension of Principal Nagbe which was done unilaterally.
The suspensions of both Principal Nagbe and DEO Philip Wrogbo mean Vice Principal for Administration Mr. Philip Jimmy will now takeover as Acting Principal of the Gorblee High School and Mr. Tony Gbeh MoE’s assigned Monitoring and Evaluation Officer will take over as Acting District Education Officer of Education District Office respectively.
