The National Oil Company of Liberia (NOCAL) and Morocco’s National Office of Hydrocarbons and Mines (ONHYM) has signed a new Memorandum of Understanding aimed at strengthening collaboration in the hydrocarbons and energy sectors.
The agreement was formally sealed on Wednesday, November 12, 2025, in Rabat, Morocco.
Hon. Cllr. Gloria Maya-Musu Scott, Chairperson of NOCAL’s Board of Directors, witnessed the ceremony on behalf of NOCAL’s President and CEO, Hon. Fabian Michael Lai, who had signed the document prior to the event.
ONHYM’s Director General, Madam Amina Benkhadra, signed on behalf of the Kingdom of Morocco.
According to NOCAL, the MOU expands cooperation in research, exploration, data sharing, training, and investment promotion, strengthening long-standing ties between the two nations.
The deal follows the recent tripartite agreement among NOCAL, ONHYM, and the Nigerian National Petroleum Company (NNPC) for the African Atlantic Gas Pipeline Project, a major initiative designed to connect ECOWAS countries along the Atlantic coast to Mauritania, Morocco, and eventually Europe.
