The First Judicial Circuit, Criminal Court ‘A’ for Montserrado County has issued a Writ of Subpoena Duces Tecum ordering the Management of the Building Material Center (BMC) to produce a series of financial and contractual documents linked to the construction of the Clar Hope Foundation.
The order was issued on Wednesday, November 26, 2025, pursuant to a petition filed by the Assets Recovery & Property Retrieval Task Force, chaired by Cllr. Edwin K. Martin.
The Task Force, re-established earlier this year under Executive Order #145 by President Joseph N. Boakai, is mandated to trace and investigate suspected stolen or misappropriated public assets.
According to court records, the Task Force informed the court that it has placed the construction and development of the Clar Hope Foundation under investigation.
As part of the inquiry, the Task Force is seeking several documents from BMC, including:
The construction contract for the Clar Hope Foundation;
Payment vouchers and checks covering the construction period;
All payment receipts;
The Bill of Quantity (BOQ);
And any additional documents related to payments or construction activities.
Resident Circuit Judge Roosevelt Z. Willie approved the request and ordered the Sheriff of Montserrado County to formally serve the subpoena on BMC’s management, including its General Manager, Chief Executive Officer, Shareholders’ Deputies, and all other authorized personnel.
The court further directed the Sheriff to return the writ with an official report of service and warned that failure by BMC to comply may result in legal consequences.
The subpoena marks a significant step in the Task Force’s broader effort to examine high-profile projects and entities suspected of irregularities or financial improprieties.
The Clar Hope Foundation, established during the previous administration, has been the subject of public scrutiny over questions surrounding its funding sources and construction expenditures.
The Assets Recovery & Property Retrieval Task Force was originally created through Executive Order #126 under the Weah administration, but President Boakai renewed and expanded its mandate in March 2025 through Executive Order #145, emphasizing a government-wide push for transparency and accountability.
The court has not announced when a hearing on the subpoenaed documents will occur, but BMC has been ordered to appear and produce the materials at 10:00 a.m. on November 27.
