House Joint Committee Acknowledges Company Response in Bong Mines MDA Review — Says Liberians deserve tangible benefits

The House Joint Committee on Concession Compliance Review has confirmed receipt of a formal response from China Union Investment Liberia Bong Mines Co. Ltd., Bangli Ltd., and HMR regarding concerns raised during its ongoing review of the Bong Mines Mineral Development Agreement (MDA).

According to the Committee, the communication, dated December 17, 2025,

addresses issues identified during legislative oversight and outlines proposed steps toward compliance. The companies acknowledged certain shortcomings and expressed commitment to corrective measures, transparency, and continued engagement with the Government of Liberia and affected communities.

The Committee also took note of the companies’ request for a 45- to 60-day good-faith remedial period. Proposed actions cited in the submission include road rehabilitation, expansion of local employment, vocational training programs, assessments of social infrastructure, community lighting initiatives, and paving proposals.

Chairman of the Joint Committee, Hon. Foeday Fahnbulleh, emphasized that legislative oversight is intended to protect the public interest and ensure concession agreements deliver meaningful and sustainable benefits.

“Oversight is not punitive,” Fahnbulleh said. “It exists to ensure adherence to the laws of Liberia and to guarantee that communities affected by concession operations see real and measurable outcomes. Too many communities have waited too long for promises to become reality.”

He stressed that the Committee will carefully review the proposed remedial framework and will only consider any timeline acceptable if it includes clear benchmarks, verified implementation schedules, and supporting documentation.

“Commitments on paper must translate into action on the ground,” he added.

The Bong County lawmaker further noted that any remedial period granted will be subject to strict monitoring, including periodic progress reports.

Failure to meet agreed obligations within approved timelines, he warned, could result in recommendations for appropriate legislative action in line with Liberian law.

The House Joint Committee reaffirmed its willingness to engage constructively with concessionaires but made clear that it will not compromise on accountability, community welfare, or full compliance with the Mineral Development Agreement.
