The CEO and President of the National Oil Company of Liberia, Mr. Fabian Michael Lai, has inspired hope and renewed public confidence in Liberia’s energy sector by declaring, “a brighter energy future for Liberia.”
The ceremony was attended by Liberia’s top government officials, including President Joseph Nyuma Boakai, Sr., Vice President Jeremiah Kpan Koung, Speaker of the House Richard Nagbe Koon, and Senate President Pro Tempore Nyonblee Karnga-Lawrence. Distinguished guests, members of NOCAL’s Board of Directors, and leaders from Liberia’s energy sector also attended the historic event.
In his opening remarks, CEO Lai described the new headquarters as “more than just bricks and glass,” calling it a symbol of national ambition, perseverance, and the promise of a brighter energy future for Liberia. He emphasized that the building reflects a longstanding vision to strengthen NOCAL’s operations and governance while serving the Liberian people.
The new headquarters marks the culmination of a 23-year journey for NOCAL, which faced several delays over the years. Lai recounted how efforts to secure a permanent site began in 2010, noting that setbacks in leadership and funding had slowed progress. However, through resilience, teamwork, and steadfast dedication, the project was ultimately completed.
“This headquarters is a living symbol of stability, continuity, and national service,” Lai said. “It reflects the truth that when purpose stays steadfast across administrations, when commitment outlasts political cycles, we don’t just build buildings, we build legacies.”
Lai acknowledged the contributions of previous NOCAL leaders, including CEOs Saifuah Mai Gray, Jake Kabakollie, and Rustonlyn S. Dennis, whose vision laid the foundation for the new headquarters.
He also recognized the mentorship of Dr. Fodee Kromah, NOCAL’s first CEO under President Ellen Johnson Sirleaf, and the continued guidance of Mr. Christopher Z. Neyor.
Beyond its symbolic significance, the headquarters is expected to enhance NOCAL’s operational efficiency, corporate governance, and transparency. Lai highlighted that the facility would serve as a hub for modernizing the company, building local capacity, fostering partnerships, and ensuring that Liberia’s hydrocarbon resources are developed responsibly.
“As we cut this ribbon today, we are not just inaugurating a building; we are starting a new chapter,” Lai said. “Our commitment remains unwavering—to uphold the highest standards of safety, environmental stewardship, and responsible development, ensuring that every barrel, every contract, and every opportunity benefits all Liberians.”
In closing, CEO Lai extended gratitude to government officials, NOCAL staff, contractors, partners, and stakeholders for their role in completing the project. He invited guests to tour the facility and reaffirmed the company’s mission to promote sustainable growth, integrity, and national pride in Liberia’s energy sector.
