Only 0.8% of ARREST Agenda Completed, NAYMOTE Report Reveals

Naymote Partners for Democratic Development has released its President Meter Report 2025, revealing that only 0.8 percent of President Joseph Nyuma Boakai Sr.’s ARREST Agenda for Inclusive Development (AAID) has been completed one year after its launch.

The ARREST Agenda, unveiled in January 2025, contains 378 interventions across 52 core programs and six strategic pillars. According to Naymote’s assessment, just three interventions have been fully completed after twelve months. While 43.7 percent are ongoing, 20.1 percent have not started, and 35.4 percent could not be rated due to a lack of implementation data.

The report also highlights serious service delivery gaps, noting that 60.7 percent of government services at county service centers remain unavailable, while 85.7 percent still require citizens to travel to Monrovia, raising questions about decentralization.

Naymote warns that at the current pace, Liberia will miss most AAID targets by 2029, urging urgent reforms in coordination, transparency, and accountability to prevent the agenda from becoming another unfulfilled national blueprint.
