LCAA Launches 20-Year Master Plan to Transform Liberia’s Aviation Sector

Monrovia, Liberia – The Liberia Civil Aviation Authority (LCAA) has officially launched a landmark 20-year Civil Aviation Master Plan (CAMP) covering the period 2025–2045, aimed at modernizing and transforming the country’s aviation sector while positioning Liberia as a competitive player in global air transport.

The ambitious strategic framework was unveiled Tuesday, January 13, in Monrovia, marking a major milestone in Liberia’s efforts to build a safe, efficient, and sustainable civil aviation industry.

Speaking at the launch, LCAA Director General Hon. Julius D. Dennis, Jr. described the Master Plan as a comprehensive roadmap designed to guide the long-term development of the aviation sector.

He said the plan is built around three key pillars: strengthening aviation safety, modernizing aviation infrastructure, and developing local technical capacity through specialized training and strategic international partnerships.

“This plan is more than just a document; it is a vision to align Liberia’s aviation development with international best practices,” Hon. Julius Dennis, LCAA Boss said. “By investing in our infrastructure and our people, we are ensuring sustainable growth that will benefit the sector for decades to come.”

According to the LCAA, the CAMP 2025–2045 also places strong emphasis on improving air connectivity and promoting environmental sustainability. These priorities are expected to support economic growth by facilitating more efficient global trade, tourism, and travel to and from Liberia.

Deputy Director General Stephen Johnson, also speaking at the event, stressed that successful implementation of the Master Plan will require a coordinated and unified approach across the Authority.

“The success of CAMP 2025–2045 depends on our collective commitment to excellence and compliance,” Johnson said. “All departments must work in synergy to ensure strict adherence to international aviation standards and to meet the evolving demands of the global aviation industry.”

Stakeholders at the launch described the Master Plan as a critical step toward strengthening Liberia’s aviation oversight, improving safety and service delivery, and enhancing the country’s attractiveness as an aviation hub in the West African region.

The unveiling of the Civil Aviation Master Plan signals a renewed commitment by the LCAA to long-term planning, institutional reform, and sustainable development of Liberia’s aviation sector.
