Nimba County District #4 Representative Ernest Manseah has defended his vote in favor of the ArcelorMittal Liberia (AML) Third Mineral Development Agreement (MDA) Amendment, saying it delivers tangible benefits to local communities.
Rep. Manseah stressed that his support was driven by community priorities rather than national politics, noting that the amendment addresses longstanding concerns over infrastructure, social services, and employment in Nimba.
Key outcomes include the opening of AML’s rail system to multiple users, road rehabilitation projects such as the Sanniquellie–Yekepa corridor, and a requirement for AML to submit a Social Infrastructure Plan within three months to tackle community grievances.
The amendment also boosts education and training funding from US$250,000 to US$500,000 annually, supporting scholarships for local universities, technical colleges, and international programs, with beneficiaries expected to work with AML post-graduation.
Rep. Manseah highlighted strengthened Liberianization measures, including faster targets for Liberians in management and professional roles within AML.
County Development Funds will increase to US$5 million, and additional contributions, such as US$100,000 to the Liberia Water and Sewer Corporation, aim to improve water access and environmental protections.
Acknowledging that the amendment is not perfect, Manseah said it represents progress and urged continued engagement with AML and strong legislative oversight to ensure full implementation.
He concluded that the Third Amendment strikes a balance between community gains and accountability, making it a practical step forward for Nimba County and Liberia’s extractive sector.
