GOL Breaks Ground for Permanent Justice Complex on Capitol Hill

Monrovia, Liberia — President Joseph Nyuma Boakai on Thursday, January 29, 2026 broke ground for the construction of a permanent Justice Complex on Capitol Hill, marking a major infrastructure milestone aimed at reducing recurrent government spending and strengthening Liberia’s justice and security institutions.

The project is expected to save the Liberian government millions of United States dollars annually, currently spent on leasing office spaces for justice and security agencies operating from rented facilities across Monrovia.

Upon completion, the modern Justice Complex will accommodate the Ministry of Justice and several auxiliary agencies, including the Liberia Drug Enforcement Agency (LDEA), Liberia Immigration Service (LIS), Liberia National Police (LNP), and the Liberia National Fire Service (LNFS), among others. The facility will serve as a centralized operational hub for law enforcement and public safety institutions.

Government officials say the centralized complex will significantly enhance inter-agency coordination, improve operational efficiency, and strengthen collaboration among institutions responsible for law enforcement, public safety, and the administration of justice.

Speaking at the groundbreaking ceremony, President Boakai reaffirmed his administration’s commitment to investing in permanent public infrastructure as a sustainable alternative to the government’s long-standing reliance on rental properties.
“We are determined to build our own public facilities and bring an end to the heavy financial burden that rental services place on government resources,” President Boakai said.

Justice Minister Oswald Tweh described the project as a transformative development for Liberia’s justice sector. He disclosed that an initial US$20 million has already been allocated to the construction, demonstrating the government’s resolve to promote fiscal discipline, institutional efficiency, and long-term national development through strategic infrastructure investment.

The Justice Complex forms part of the Boakai administration’s broader agenda to modernize public institutions, enhance service delivery, and ensure prudent management of state resources.
