ZWEDRU, GRAND GEDEH –The Grand Gedeh County Council has issued a formal call to order for the local authority, headed by Superintendent Hon. Alex C. Grant for transparency and accountability within the county.
The Council is demanding immediate financial disclosures and adherence to national governance laws, citing concerns over missing reports and stalled accountability.
Acting Chairperson of the County Council and Civil Society representative, Atilas A. Kai, released a formal statement on April 11, 2026, mandating that the local administration produce four critical documents, including the 2025 Annual Report, Complete bank statements covering January 2025 through January 2026, the original contract between the local authority and Lib-Energy, and a comprehensive financial report detailing the use of public funds.
“No One is Above the Law”
The Council’s statement doubled as a civic education blast, addressing what it characterized as misconceptions regarding the authority of the Superintendent. The message clarified that under the Local Government Act of 2018 and the Public Financial Management and Accountability Act (PFMA), no official is exempt from oversight.
”There is no legal basis for exempting a County Superintendent from national laws or excluding any county from decentralization,” the statement read, emphasizing that the Superintendent is a “key implementer” who must comply with County Council processes and citizen participation requirements.
Concerns Over Development Funds
The inquiry specifically highlighted the management of the Social Development Fund (SDF) and the County Development Fund (CDF).
The Council further warned that the current delay in reporting raises serious concerns under the law.
“These funds are legally mandated to support local projects through a transparent process, and the Council has vowed to ensure the local authority remains accountable to the people of,” Mama Gedeh noted.
Civic Timeline and Legal Context
The demand for accountability and transparency came roughly two and a half months after the 2026 State of the Nation Address (SONA), delivered by the President in late January.
The Council used this timeline to remind officials that just as the President must report to the National Legislature, the local authorities must report to the County Council.
The Grand Gedeh County Council has indicated that this is part of a broader civic advocacy effort to uphold the rule of law.
