A man from Liberia, Abel Kai Gblah, 25, was charged with sex assault, abduction, lewd and lascivious acts with a minor, and kidnapping a minor with intent to sexually assault in November 2025, according to Homeland Security records.
Gblah was arrested for allegedly impersonating as a medical doctor and sexually assaulting a 10-year-old girl at Orangewood Elementary School at 7337 N. 19th Avenue, Phoenix, AZ 85021.
“The victim told police that the suspect told her he was a doctor and that he needed to perform tests. He then sexually assaulted her before the student was able to push him away. Gblah fled from the school but was apprehended by police shortly after at his home and taken to the Maricopa County Jail,” Homeland Security said.
A new notice of claim filed just days ago, comprising 13 pages, reveals how Gblah, a registered sex offender, allegedly bypassed security protocols and sexually assaulted a 10-year-old girl.
The family of the victim is now planning to file a lawsuit against Orangewood Elementary School.
During the time of the alleged sexual incident, the U.S. Immigration and Customs Enforcement (ICE) announced they have lodged a detainer with the Maricopa County Jail for Abel Kai Gblah.
Gblah is currently in detention at the Maricopa County Jail.
