An investigation by Verity News has uncovered pieces of evidence, allegedly revealing a direct link between the US$317 million Drug Cartel and some top security personnel including the Liberia Drug Enforcement Agency (LDEA) Acting Boss, Deputy Commissioner of Police (DCP) Fitzgerald T. M. Biago.
According to evidence and intelligence obtained by this paper, the Drug Cartel allegedly succeeded in infiltrating and neutralizing the national security sector, to a larger extent, especially the Liberia Drug Enforcement Agency (LDEA) and the Liberia National Police (LNP).
Part of the evidence shows that the Drug Cartel bought a brand-new green pickup for DCP Fitzgerald T. M. Biago.
The pickup which was directly given to Deputy Police Commissioner Biago was allegedly a portion of multiple gifts, in kind and cash, rewarded to Biago and his accomplices to continuously cover up, facilitate, aid, and abet the transnational trade of the Cocaine Cartel in Liberia. Multiple inside sources have also confirmed this to Verity News.
The pickup in question was bought and turned over to LDEA OIC/DCP Fitzgerald T. M. Biago by the leading drug culprit, George Wha Harris alias Leroy Harris, who was recently arrested and charged with multiple drug-related crimes including criminal conspiracy, criminal facilitation, criminal solicitation, illegal possession of unlicensed illicit substances, unlicensed importation of illicit drugs, money laundering, trafficking, trading, sale of narcotics, and economic sabotage.
Harris is popularly known as “Leroy Harris,” but his real and legal name is George Wha Harris. Our investigation also investigated his telephone number (0880812971), which is also reflected in the Car registration document that was gifted to OIC/DCP Biago.
The green pickup, with the license plate number: A532084 still is currently being used by LDEA Boss Biago. Our investigation established that the car is registered in the name of the leading Culprit, George Wha Harris, who’s directly connected to the US$317 million drug bust.
The car gifted to Biago was registered on November 12, 2024 with expiry date November 11, 2025. Our investigation has also established that Titus White, who is the Driver for DCP Biago, is the operator and the driver of the green pickup.

Our investigation also revealed that the car that Biago’s wife Mrs. Valerie Pennoh Biago currently uses was reportedly bought and gifted by Leroy Harris, the alleged drug Capone in Liberia, who coordinated local drug operations with foreign drug cartel. The man, DCP Fitzgerald T. M. Biago, who was entrusted to crack down on drugs and drug traffickers across Liberia, has now allegedly been caught at the center of covering up, facilitating, aiding, and abetting them.
Speaking to this paper, multiple informants confirmed that the Drug Cartel largely succeeded in infiltrating and neutralizing the security sector especially the Liberia Drug Enforcement Agency (LDEA) and the Liberia National Police (LNP).
The latest findings from our investigation further prove that top security personnel have been conniving and conspiring with transnational drug traffickers to cover up and facilitate the drug trade.
When Biago took over, President Boakai donated 15 cars (12 white Toyota Hilux pickups, 2 white jeeps, and 1 black jeep). The grey Toyota Hilux (license plate A532084) that Biago now uses was never part of the cars that President Boakai donated. The grey pickup was gifted to him by the drug Cartel through George Wha Harris alias Leroy Harris.
