A Minnesota administrative judge has ruled in favor of Liberian businessman and port manager Sekou Hussein Dukuly, ordering that three licenses suspended in connection with his group home businesses be restored and that payments withheld be released. The ruling is a significant step forward in his legal fight.
In a recommendation issued October 14, 2026, Judge Suzanne Todnem urged the Minnesota Department of Health to withdraw its immediate temporary suspension order affecting licenses 424119, 424118, and 425010.
The judge also revealed that investigators never interviewed Dukuly as part of their review, and that staff at the facilities had no knowledge of the payment withholdings the Department of Human Services was preparing to impose when the inspections took place.
