South Sudan Delegation Embarks on Week-Long Study Tour to Explore Liberia’s PFM and HR Systems

A delegation from the Republic of South Sudan, led by Gatluak Gac Choul, Deputy Director of Integrated Financial Management Information System (IFMIS) at the Department of Treasury Operations, is in Liberia for a week-long study tour.

The tour is aimed at examining Liberia’s Public Financial Management (PFM) and Human Resource (HR) systems and reforms.

The nine-member delegation began their visit with a courtesy call on Liberia’s Acting Minister of Finance and Development Planning, Anthony G. Myers, on Tuesday, August 27, 2024.

Other senior members of the MFDP’s management team including Deputy Minister for Administration Bill McGill Jones, Deputy Minister for Economic Affairs Hon. Dehpue Zuo, Deputy Minister for Budget and Development Planning Hon. Tanneh Brunson, and the Comptroller and Accounting General Hon. Elwood Nettey amongst others were also in attendance.

During the meeting, Mr. Choul expressed gratitude for Liberia’s hospitality and emphasized that the choice to visit Liberia was based on the similarities between the two countries and the potential for mutual learning.

Mr. Choul indicated that the delegation seeks to understand how Liberia has approached and managed its IFMIS, PFM, and HR reforms, and to identify best practices that could be adopted in South Sudan.

Acting Minister Myers welcomed the delegation and affirmed Liberia’s readiness to share information and experiences.

He also acknowledged the challenging history of South Sudan and the progress it has made since gaining independence.

“South Sudan and Liberia share a similar history of war, but as we did in 2006, we hope that your country will continue to grow with the presence of peace”, he said.

Throughout the week, the South Sudan delegation will engage with key officials from the Ministry of Finance and Development Planning, including Deputy Minister of Economic Management Hon. Dehpue Zuo, Deputy Minister of Budget and Development Planning Hon. Tanneh Brunson, and Comptroller and Accounting General Hon. Elwood Nettey, among others.

This study tour underscores the commitment of both nations to enhance their financial and human resource systems through international collaboration and knowledge exchange.
