The Liberia Electricity Regulatory Commission (LERC), with support from the World Bank, is conducting a two-day validation meeting to finalize the Inspection Manual for Liberia’s electricity sector.
This comprehensive document is designed to streamline inspection processes, enforce compliance among service providers, and offer standardized checklists for inspection activities.
The meeting has drawn participation from approximately 34 representatives, both in-person and online, from key stakeholders, including the Ministry of Mines and Energy (MME), the Rural Renewable Energy Agency (RREA), licensed operators such as the Liberia Electricity Corporation (LEC), Jungle Energy Power (JEP), ENERGICITY, LIBENERGY, Totota Electric Cooperative (TEC), and members of the academic community.
Chairman of the Board of Commissioners (BoC), LERC, Claude J. Katta, emphasized the manual’s significance as a critical framework for enhancing accountability and ensuring technical compliance across the electricity sector.
“The Inspection Manual will serve as an essential tool to ensure that licensees and permit holders adhere to the highest technical standards throughout their operations—from planning and design to construction, installation, and ongoing maintenance,” Chairman Katta stated.
He lauded the participants for their dedication to the process and underscored the collaborative spirit of the meeting. “Your participation reflects our collective commitment to transparency and collaboration. These proactive approaches guarantee that the Commission’s regulations are practical, effective, and efficient,” he added.
Chairman Katta also highlighted the manual’s role in strengthening the sector’s resilience and reliability, urging participants to remain engaged and contribute to its successful implementation.
During the meeting, key stakeholders reaffirmed their commitment to the initiative. Kelvin Grubaye, Assistant Director for Energy Efficiency and Environment at the Ministry of Mines and Energy, and Varney Garpue, an Infrastructure Civil Engineer at the Rural Renewable Energy Agency, expressed their respective institutions’ readiness to collaborate with LERC in rolling out the Inspection Manual and related regulations.
The validation meeting represents a pivotal step toward advancing Liberia’s electricity sector. By ensuring robust systems and accountability, it lays the groundwork for improved service delivery, greater sustainability, and enhanced public trust in the sector’s operations.
