“A New Dawn for Public Service,” President Boakai Launches PMCS to Boost Accountability and Service Delivery

Monrovia, Liberia — In a bold move to strengthen governance and improve public service delivery, the Government of Liberia has officially launched the Performance Management and Compliance System (PMCS) a transformative reform aimed at enhancing transparency, accountability, and responsiveness within public institutions.

Unveiled in October 2024, the PMCS is a central component of President Joseph Boakai’s ARREST Agenda, an ambitious framework for reforming and revitalizing Liberia’s public sector. Under this system, Ministries, Agencies, Commissions (MACs), and State-Owned Enterprises (SOEs) are required to establish measurable performance targets, deliver essential services, and provide routine progress reports to ensure accountability and efficiency.

At the Presidential Signing of the 2025 Performance Contract and Recognition Ceremony, President Boakai reaffirmed his administration’s commitment to building a results-driven government. “We have transitioned from promises to performance, from inputs to impact, and from excuses to excellence,” he declared, reinforcing the administration’s drive to institutionalize a performance-based culture across the public sector.

Several institutions were commended during the ceremony for their outstanding performance during the 2024 PMCS cycle, including the Ministry of Post and Telecommunication, Ministry of National Défense, and Jackson F. Doe Memorial Hospital, among others.

President Boakai emphasized that the PMCS is not just a monitoring tool but a guarantee of integrity and accountability in government operations. “This is more than a celebration of results,” he said. “It is an opportunity to solidify a new standard of governance one where service to the Liberian people is efficient, transparent, and accountable.”

He also extended his appreciation to the institutions that excelled in the previous year, urging all government entities to embrace the principles of performance and integrity. “Creating a legacy of accountability and service excellence is not just a vision it is a necessity for our nation’s future,” he added.

The launch of the PMCS is expected to usher in a new era of governance in Liberia, where public officials are held to clear standards, and citizens can expect more reliable and transparent service delivery.

With this system in place, the Boakai administration signals its readiness to not only reform public institutions but also empower citizens and restore trust in government.
