Arrest Warrant Issued for Urban Marketing Group CEO Amid Property Dispute with Tubman Estate

The Monrovia City Magisterial Court has issued an arrest warrant for Allen R. Brown III, CEO of Urban Marketing Group, Inc., along with several unnamed associates, in connection with a longstanding and escalating property dispute involving the Intestate Estate of the late John Hilary Tubman.

The warrant, signed on September 24 by Stipendiary Magistrate L. Ben Barco and authorized for execution by Captain Charles Bloyuefloh of the court’s enforcement division, calls for the immediate apprehension of Brown and his associates. It further mandates their appearance before the court at the Temple of Justice in Monrovia.

Brown and the others face a range of criminal charges, including Criminal Trespass, Criminal Mischief, Felonious Restraint, Criminal Conspiracy, and Criminal Facilitation.

According to a complaint filed by the Republic of Liberia—through representatives of the Tubman Estate, namely Abdurahman Barry, Michael Morgan, and Rebecca Tubman—the accused unlawfully entered a property belonging to the estate on 5th Street, Sinkor, on two occasions: September 24 and October 1.

The prosecution alleges that Brown’s team forcibly broke into multiple apartment units, causing extensive damage to doors, locks, and fixtures. Estimated property losses exceed $150,000 USD. The complaint characterizes the conduct as “violent, wicked, and carried out in blatant disregard for the law.”

Legal Background: Arbitration and Supreme Court Ruling

This arrest follows a broader legal conflict stemming from a Joint Venture Agreement between Urban Marketing Group and John Hilary Tubman.

Disputes arising from the agreement were submitted to arbitration, in accordance with the terms set by both parties. The arbitral tribunal ruled in favor of the Tubman Estate, and the ruling was upheld by a lower court.

Urban Marketing Group sought to overturn the decision, arguing the arbitration panel exceeded its authority. However, on February 18, 2024, the Supreme Court of Liberia affirmed the lower court’s ruling, finding that the motion failed to meet the requirements under Section 64.11(1) of the Civil Procedure Law.

A subsequent request for re-argument was denied in May 2025, with the Supreme Court determining that the petitioner was merely attempting to reframe the original ruling without presenting any new legal or factual errors.

Eviction Claims and Escalating Legal Tensions

Further complicating matters, Allen Roosevelt Brown, Jr.—believed to be linked to Urban Marketing Group—has initiated a separate eviction action against members of the Tubman family over a different property on 6th Street. Brown Jr. alleges the occupants failed to pay rent and overstayed their tenancy. That case remains unresolved.

Meanwhile, the Tubman Estate contends that the latest actions by Allen R. Brown III and his team represent a clear violation of existing court orders. Given the Supreme Court’s previous rulings in favor of the Tubman Estate, the family argues that Brown’s attempts to reclaim or interfere with the 5th Street property are illegal and contemptuous of judicial authority.

As of press time, neither Allen P. Brown III nor Urban Marketing Group, Inc. has issued any public comment.

The Monrovia City Court has stated that noncompliance with the arrest warrant will be treated as a serious offence. If convicted, the accused could face significant penalties, including possible prison time—particularly for charges such as felonious restraint and conspiracy.

The case has attracted widespread public interest, not least because of the Tubman family’s historic and political legacy in Liberia.
