Liberia Revenue Authority (LRA) Commissioner General James Dorbor Jallah is currently in Algiers, Algeria, heading a four-member delegation to the 2025 Annual Meetings of the African Tax Administration Forum (ATAF).
The ATAF Annual Meetings bring together heads of tax administrations, finance ministers, policymakers, development partners, and technical experts from across Africa.
The gathering serves as a platform for sharing best practices, tackling emerging challenges, and exploring innovative strategies to develop fair, efficient, and technology-driven tax systems across the continent.
Running from November 3–7, the 2025 edition centers on the theme “Embracing Efficient and Targeted Approaches to Equitable Tax Systems.”
The theme underscores Africa’s growing commitment to smarter, data-driven, and collaborative approaches to domestic revenue mobilization, an agenda that aligns with the LRA’s ongoing modernization initiatives in digitization, compliance enhancement, and improved taxpayer services.
Commissioner General Jallah urged his delegation to participate with focus and strategic intent, emphasizing the importance of building partnerships, strengthening cooperation with peer tax administrations, and identifying opportunities to accelerate Liberia’s tax reform efforts.
Joining CG Jallah on the delegation are Commissioner of Domestic Tax Margaret Pinky Krote, Assistant Commissioner for Medium Tax Sebastian A. Weah, and Strategic Partnership Officer & ATAF Country Correspondent Yankoi F. Miller.
“This is not just a conference to attend, it’s a platform to connect, learn, and secure the kind of partnerships that can drive our transformation,” Jallah said, encouraging the team to position Liberia prominently in the continental tax dialogue.
The LRA’s participation highlights its dedication to regional collaboration as a key driver of institutional growth and capacity building.
This year’s meetings build upon momentum from the 2024 ATAF Annual Meetings in Kigali, Rwanda, where Commissioner General Jallah engaged the leadership of the Rwanda Revenue Authority (RRA).
That engagement led to a successful LRA study visit to Rwanda earlier this year, giving Liberian tax officials hands-on exposure to advanced digital tax innovations, including e-filing and payment systems, compliance monitoring tools, and modern taxpayer service solutions.
Lessons from that mission continue to inform LRA reforms aimed at promoting transparency, efficiency, and voluntary compliance within Liberia’s tax ecosystem.
While in Algeria, the Liberian delegation has also scheduled several bilateral meetings with peer institutions to explore potential partnerships that could yield mutual benefits.
Through participation in technical sessions, policy dialogues, and peer exchanges, the LRA seeks to strengthen institutional capacity, deepen collaboration, and contribute to Africa’s broader tax reform agenda.
As the delegation continues its engagement, the LRA reaffirms its commitment to building a world-class, technology-enabled tax administration, one that supports national development and ensures fair, transparent, and sustainable domestic revenue for all Liberians.
