The First Judicial Circuit, Criminal Court ‘A’ has ordered the Management of Clar Hope Foundation to appear before the court and produce detailed financial and donation records related to the construction of the foundation’s facilities.
The order was issued under the authority of His Honour Roosevelt Z. Willie, Resident Circuit Judge, during the November Term, A.D. 2025, following a petition filed by the Assets & Property Retrieval Task Force through its Chairman, Cllr. Edwin K. Martin.
According to the Writ of Subpoena Duces Tecum, the Management of Clar Hope Foundation, by and through its General Manager, Mr. Jackson P. Gbamie, along with deputies and all persons acting under his authority, is commanded to appear before the court on Friday, January 23, 2026, at 10:00 a.m.
The court has directed the foundation to produce copies of documents detailing:
Funds received from individuals and government institutions for the construction of Clar Hope Foundation;
Names of institutions and entities that made donations toward the construction project;
Amounts contributed and amounts presented to the foundation;
Relevant locations, telephone numbers, and addresses associated with the contributions.
The writ, addressed to the Sheriff of Montserrado County or her deputy, mandates proper service of the subpoena and requires official returns to be made to the Office of the Clerk of Court, specifying the manner and kind of service affected.
The court further warned that failure by the respondent to comply with the subpoena duces tecum could result in legal consequences consistent with Liberian law.
The writ was issued under the hand and seal of the court on January 15, 2026, and signed by Gabriel J. Smith, Clerk of Court.
The case forms part of ongoing efforts by the Assets & Property Retrieval Task Force to ensure transparency and accountability in matters involving public and institutional assets across the Republic of Liberia.
