CSA Introduces Mandatory Civil Service Exam for All Government Employees

The Civil Service Agency (CSA) of Liberia has announced that, effective Monday, July 28, 2025, all Personnel Action Notices (PANs) submitted for employment within government institutions must be accompanied by a certificate confirming successful completion of the national civil service examination.


This new directive, issued via a circular memorandum by CSA Director-General Dr. Josiah F. Joekai, Jr., will impact all Ministries, Agencies, and Commissions (MACs) nationwide.


The requirement follows the launch of the National Civil Service Testing Center (NCSTC), which began administering standardized civil service exams on June 23, 2025.


According to Dr. Joekai, the policy is in accordance with Section 3.2.1 of the Standing Orders for the Civil Service, which mandates that “all appointments to the classified Civil Service of the Republic of Liberia shall be channeled through the Civil Service Agency,” and that the Agency is responsible for conducting all recruitment examinations.


The memorandum clearly states, “No PAN submitted after July 28 will be processed unless it includes the civil service examination certificate,” underscoring the strict enforcement of this measure to enhance transparency, efficiency, and overall performance in public service delivery.


While PANs submitted before the deadline will be reviewed on a case-by-case basis, any submission after the cutoff date lacking the required certification will be automatically disqualified. The Agency also warned that non-compliance may lead to administrative sanctions.


Human Resources Directors across all government spending entities are strongly urged to adhere to the directive, which forms part of the CSA’s broader effort to professionalize the public sector and build a more accountable and effective civil service.


This development is expected to significantly reshape public sector hiring by ensuring that all civil servants meet a standardized benchmark of competence and integrity prior to employment.
