A group civil society organization under the banner “Coalition of Civil Society Organizations of Liberia (COCSOL) is calling on President Joseph Boakai to SUSPEND the Executive Director of the National Disaster Management Agency (NDMA), Mr. Ansu Dulleh based on the Liberia Anti-Corruption Commission (LACC) Investigative Report over allegations of administrative malpractices and massive corruption at the agency.
In a press release issued on Monday, August 3, 2025, the CSO group stated: “In March 2025, both the LACC and GAC placed the Executive Director of the NMDA, Mr. Ansu Dulleh, under investigation for alleged large-scale corruption and mismanagement of disaster response funds.
Mr. Dulleh intentionally and woefully lied about spending money to do/achieve a number of projects in his 2024 Financial Report to the Ministry of Finance & Development Planning that were already achieved by his predecessors.
The LACC has completed investigation on the NDMA and has presented same to President Boakai for implementation.
In its Second Quarter Report for Fiscal Year 2025, submitted to President Joseph Nyumah Boakai, the LACC provided on page five (5) that investigation into the alleged corruption case at the National Disaster Management Agency (NDMA) involving Mr. Ansu Dulleh is among five (5) alleged acts of corruption completed by its Monitoring and Investigation Department.
We strongly plead President Boakai to implement the LACC Report like he has done with the LACC’s Investigative reports on NOCAL, MCSS, LTA and NAFAA.”
COCSOL alleged that the LACC’s investigative report on the NDMA provides hard and irrefutable evidence supporting the allegations that Mr. Ansu Dulleh used his position as Executive Director of the NDMA to divert stock, falsify stock records, do fake deliveries, ghost deliveries, generated falsified waybills, inflated prices, supplies were missing, and beneficiaries of disaster reliefs are untraceable.
The group of disaster victims further claimed that the LACC investigative report established that Mr. Dulleh was allegedly involved into huge administrative irregularities, including breach of recruitment procedures, unilateral hiring and promotion decisions without the Deputy for Administration, flaunt in the government oversights and signing contracts with volunteers outside the CSA Procedures and merit-based processes.
Regarding the management of funds provided by the Government of Liberia and donor partners for goods and services, as well as relief items for disaster response, the CSO coalition also provided that findings from the LACC investigative report show that Relief and Medical Supplies intended for disaster victims were diverted to personal use and sold; US$81,000.00 for two old buses for employees; no report for 2024 Emergency Response Fund; unaccounted for office equipment, furniture and fixture; DSA provided and was not attended to, neither refunded to state coffer; unauthorized Personnel using and transacting government business; unaccounted fuel in amount of US$23,050.00; conflict of interest in an amount of US$7,000.00 for the purchase of curtains; huge purchase of stationeries in an amount of US$70,000.00 unaccounted for; lack of Impact of funds utilized on repairs and maintenance in the tone of US$150,000.00 and there are still issues of leakages in the building.
The group also alleged that donations by foreign donors and partners were not accounted for, including the donation of 200bags of 25kg rice, 40 barrels of oil and 600 beef cans from the Chinese Embassy in July 2024; 720 bags of 25kg rice donated by the Saudi Government; 5,000 jerry cans from UNICEF, 300 pieces of tarpaulin and 300 buckets from Action Against Hunger, and the donation of rice, oil and shoes by CEMENCO, in the month of May 2024.
The Coalition of Civil Society Organizations of Liberia conluded that despite numerous disasters affecting Liberians, including floods, fires and sea erosion, the NDMA has failed to make interventions. They intoned that the allocation of disaster funds by the legislature and support from donor are intended for response to disaster incidents.
They described it as heartless for Mr. Dulleh to allegedly divert, misuse and mismanage disaster funds and relief items that could assist disaster victims with livelihood support during this period of hardship in the country and build their resilience to disasters.
The group then commend the LACC for investigating the alleged acts of administrative malpractices and corruption at the NDMA and reiterates its call for President Boakai to “SUSPEND” Mr. Ansu Dulleh with immediate effect in order to restore public trust and ensure accountability at the NDMA.
