CSO Leader Questions $10M Presidential Villa in Foya, Lofa County

Eddie D. Jarwolo, a prominent civil society leader and Executive Director of NAYMOTE, has publicly questioned the construction of a multimillion-dollar Presidential Villa in Foya District, Lofa County ~ the birthplace of President Joseph Nyuma Boakai, Sr.

In a post shared on social media, Jarwolo raised concerns over the reported US$10 million cost of the project, the source of its funding, and its justification in a region where residents continue to face limited access to basic public services and economic opportunities.

“A factory that would create jobs and economic benefits for the residents of Lofa County could be built for $10 million,” Jarwolo wrote. “What rationale exists for spending over $10 million on a Presidential Villa when the residents of that district are deprived of fundamental public services and economic prospects?”

The project is reportedly being constructed by MUSNS Groups Incorporated, a company led by Joe Mulbah — described as a close associate of President Boakai. The Chief Engineer on the project is Edward Yamba. Construction began on September 10, 2024.

The funding source for the construction remains unclear, and it is unknown whether the Public Procurement and Concessions Commission (PPCC) played any oversight role. State security has since been deployed to guard the construction site, further raising eyebrows.

In response to Jarwolo’s claims, Deputy Minister of State for Presidential Affairs Daniel O. Sando offered clarification, stating that the project is a Mano River Union (MRU)-funded initiative.

“My understanding is that the project is an MRU-funded initiative. It’s being hosted in Foya, Lofa County due to the geographical suitability of the area,” Sando explained. “In short, they chose Foya because of its connection to Guinea and Sierra Leone.”

Despite this explanation, the announcement has sparked debate among citizens and stakeholders regarding transparency, priorities in public spending, and potential conflicts of interest.

Calls have been made by local advocacy groups and citizens for the government and independent watchdog institutions to provide a detailed breakdown of the project’s funding, procurement process, and long-term purpose.
