Deadlock: UL Faculty Disengagement Continues Amid Stalled Negotiations

An internal memo obtained by Verity News reveals that the ongoing disengagement by full-time faculty at the University of Liberia (UL) will continue indefinitely, as key demands made by the University of Liberia Faculty Association (ULFA) remain unresolved.

Dated September 11, 2025, and issued by the ULFA Secretariat, the memo outlines the current state of negotiations between ULFA, the UL Administration, and the University’s Board of Trustees (ULBoT).

According to the document, ULFA presented at least 11 critical concerns during recent discussions, including staff disparities and the urgent need for a Collective Bargaining Agreement (CBA).

While some progress was acknowledged, ULFA asserts that the Administration has failed to deliver on several crucial commitments.

Members of the UL Administration and the ULBoT called for extended discussions on long-term issues but committed to fully address the following: Immediate restart of the Group Medical Insurance coverage with ACTIVA; pay all remittances owed to ULFA; pay the remaining 50% of adjunct and overload arrears for the first semester; and ensure the disbursement of US$550,000 by the Ministry of Finance and Development Planning (MFDP) for vacation school and restroom renovations,” the memo states.

However, ULFA’s internal assessment concluded that these commitments have not been adequately met.

“Based on the assessment and reports by various committee members, the ULFA Executive Committee concluded that the commitments of the UL Administration and the ULBoT did not fully materialize, and there was no sufficient ground to convene an Emergency General Assembly (EGA) of all full-time faculty,” the memo reads.

As a result, the faculty disengagement, now entering its second week, will continue until further notice.

“All full-time faculty are asked to remain disengaged until further notice, pending an EGA to determine the way forward,” the ULFA Secretariat stated.

The standoff comes at a critical juncture for the University of Liberia, as administrative and academic uncertainty continues to disrupt normal operations.

The release of the promised funds from the Ministry of Finance, as well as the reinstatement of group medical coverage, are seen as pivotal steps toward resolving the impasse.

Multiple attempts by Verity News to reach ULFA and UL Administration officials for comment were unsuccessful at the time of publication.
