Diamond Dilemma: Former Mines Minister Murray, Others Summoned

The Ministry of Justice, through the office of the Solicitor General Cllr. Augustine C. Fayiah, has summoned several former officials of the Ministry of Mines and Energy in connection with the controversial 53.34 carat diamond case.

On January 9, 2026, the Civil Law Court of Montserrado County ordered enforcement of a Supreme Court mandate in the long-running dispute, highlighting ongoing concerns about accountability in Liberia’s mining sector.

The case involves Abraham Kamara, holder of a class ‘C’ Mining License (Claim #12F/Survey), and a Petition for Judicial Review seeking compliance with the Supreme Court’s previous directive.

The petition names former Mines and Energy Minister Gersler E. Murray, former Assistant Minister Emmanuel T.T. Swen, Mustapha Tounkara, president of the Diamond Dealers Association, Korvah Baysah, Chief Diamond Appraiser, and Ishaka Konneh.

The court instructed the Ministry of Justice to enforce the Supreme Court’s mandate against all defendants listed in the October 7 letter, with the exception of Cllr. Frank Musah Dean. On January 14, 2026, the Ministry formally cited the five defendants, but only Korvah Baysah attended the conference; the others, including Murray and Swen, remain at large.

The development reinforces the authority of the Supreme Court and emphasizes that no public official is above the law, particularly in matters involving Liberia’s mineral resources.

The proceedings place renewed scrutiny on the former Mines Minister and co-defendants as the government works to comply with the nation’s highest court.

The citation from the Ministry of Justice formally notified the defendants to attend a conference regarding the case, stating, “I present my compliments and write to formally notify you that, as referenced in the attached communication, you are cited to attend a conference regarding the matter involving the Ministry of Mines and Energy vs. T. David Sluward,” the statement noted.
