Disability Group Petitions Legislature over Misuse of alleged $200,000 Empowerment Fund

A group of visually impaired citizens has petitioned the 55th  House of Representatives, calling for swift legislative intervention over what they described as rampant mismanagement and poor leadership at the National Commission on Disabilities (NCD).

The petition, formally received by the House Committee on Claims and Petition, chaired by Hon. Prince A. Toles and co-chaired by Hon. Obediah Varney, was presented Thursday at the Capitol Building.

The lawmakers assured the petitioners that their concerns will be laid before the full House Plenary on Tuesday for urgent consideration and action.

In the petition, the group accused Mr. Samuel S. Dean, Executive Director of the NCD, and his Deputy for Administration, of gross mismanagement of funds intended for the empowerment of persons with disabilities.

They alleged that the Commission’s leadership has failed to operate in line with the government’s ARREST (Rescue) Agenda, undermining national efforts toward social inclusion and equity.

According to the petitioners, a total of US$200,000 allocated for disability empowerment programs was mishandled, with only US$25,000 reportedly reaching 100 beneficiaries each receiving US$250  while the remainder was allegedly diverted for unauthorized purposes.

“We are not protesting against President Joseph N. Boakai’s government,” the petitioners clarified. “Our action is not political; it is a call for accountability, fairness, and inclusion within the very institution meant to protect our rights.”

They expressed regret over the conduct of a few individuals who used inappropriate language during their earlier demonstration, emphasizing that persons with disabilities are “not enemies of the state,” but citizens seeking justice and proper representation.

The group has therefore appealed to President Joseph N. Boakai, Sr. to replace the current leadership of the NCD with competent and transparent individuals capable of managing the Commission effectively.

In response, Committee Chair Hon. Toles pledged a fair and transparent review process, assuring the petitioners that the Legislature remains committed to addressing the grievances of all Liberians, particularly marginalized groups.

“This House takes your concerns seriously,” Toles said. “The Committee will ensure your petition receives the attention it deserves at the level of Plenary.”
