From County Superintendent to Courtroom: Attorney Victoria Worlobah Duncan Nominated as Resident Circuit Judge

By Ben TC Brooks

Monrovia, Liberia – [June 19, 2025] – In a notable shift in Liberia’s legal and administrative scene, President Joseph Boakai has nominated Attorney Victoria Worlobah Duncan, the Superintendent of Margibi County, for the position of Resident Circuit Judge at the 13th Judicial Circuit Court in Margibi County.

The nomination has been forwarded to the Senate, where confirmation discussions are currently taking place.

Attorney Duncan brings a strong legal background, having previously worked as a Stipendiary Magistrate at the Kakata City Court.

Her considerable experience within the judiciary makes her a strong candidate for this vital role.

If confirmed by the Senate, Attorney Duncan will take over from Judge Madea Tarr-Chenoweth, who is approaching retirement after reaching the constitutionally required age of 70.

The transition highlights the ongoing changes within Liberia’s judicial system and emphasizes the positive movement towards promoting skilled legal professionals to higher judicial positions.

Duncan’s nomination was formally introduced during the Senate Plenary session earlier on Thursday, June 19, 2025. Senators engaged in discussions regarding her qualifications and the potential impact of her appointment.

The outcome of her nomination is expected to have significant implications for judicial governance in Margibi County and the broader justice system in Liberia.

Legal experts, political analysts, and the residents of Margibi County are keenly monitoring the situation, as it reflects larger trends in governance and the advancement of judicial integrity in the country.
