GAC Engages in Talks with Morocco’s Court of Accounts at AFROSAI Meeting

The General Auditing Commission (GAC) of Liberia marked a significant milestone last week by participating for the first time in the annual Governing Board Meeting of the African Organization of Supreme Audit Institutions (AFROSAI) as one of the representatives for English-speaking members. The high-level gathering was held in Rabat, Morocco.

P. Garswa Jackson, Director General of the GAC, led Liberia’s delegation and took part in key deliberations at both the Governing Board meeting and the African Journal of Comprehensive Auditing session. According to Jackson, these engagements aimed to strengthen coordination and accelerate the implementation of transparency and accountability initiatives across the African continent.

On the sidelines of the event, Liberia entered into promising bilateral talks with Morocco. At a meeting requested by Madam Zineb El Adaoui, First President of the Court of Accounts of Morocco and Secretary General of AFROSAI, the two institutions declared a mutual “Expression of Intent” to establish a formal partnership focused on capacity building.

Areas identified for collaboration include infrastructure audits, quality assurance, digitalization of audit processes, and follow-up mechanisms for implementing audit recommendations. A notable component of the discussions was the possibility of transitioning from the IPSAS Cash Basis to the IPSAS Accrual system ~ a move seen as critical for enhancing public financial management.

The collaboration may also pave the way for academic partnerships, with Morocco expressing interest in facilitating scholarships for GAC staff in disciplines such as accounting, engineering, and information technology through English-speaking universities in the country.

In turn, Morocco’s Court of Accounts is expected to benefit from Liberia’s established expertise in financial and donor project audits.

Technical teams from both audit institutions will now begin drafting the necessary documentation, with the goal of signing a formal Memorandum of Understanding (MoU) by December 2025.

This potential partnership signals a new era of cooperation and knowledge-sharing between the two countries’ supreme audit institutions, reinforcing their shared commitment to good governance and institutional strengthening across Africa.
