GoL Secures Power Supply Deal with CI-Energies for 2025-2027

Through the Liberia Electricity Corporation (LEC), the Government of Liberia has formalized a new power purchase agreement with CI-Energies, marking a significant milestone for the country’s energy sector. The agreement, which was signed on February 24, 2025, in Abidjan, Côte d’Ivoire, will ensure a consistent supply of electricity from the Ivorian company to Liberia over the next three years, beginning in 2025.

The LEC delegation, headed by Interim Managing Director Thomas Z. Gonkerwon, was warmly received by officials from CI-Energies at their headquarters. The delegation also included key LEC representatives, such as Cllr. Emmanuel A. Tulay, Chairman of the Board of Directors, and Mr. Adam Sheriff, Head of Finance. The event further witnessed the participation of Mr. Tomah Seh Floyd, Sr., CEO of Jungle Energy Power, and Mr. Maissa Diagne, CEO of Albedo/Libenergy.

In his address, Gonkerwon expressed deep gratitude for the partnership and acknowledged the crucial role of CI-Energies in addressing Liberia’s ongoing energy challenges. He highlighted the spirit of African solidarity that has led CI-Energies to agree to provide electricity to Liberia, even before all legal frameworks were completed.

The new agreement, which runs for three years, will see Liberia receive a steady 50 megawatts of electricity from CI-Energies. Despite recent challenges that have impacted CI-Energies’ production capacity, the company remains committed to fulfilling its obligations under the deal. The agreement is also designed to be renewable, subject to the terms and conditions outlined by both parties.

Mr. DJAHA Kouadio Ambroise, Asset Manager at CI-Energies, welcomed the delegation and acknowledged Liberia’s efforts to maintain its part of previous agreements. However, he also pointed out that technical difficulties experienced by CI-Energies last year have somewhat reduced its ability to produce electricity at full capacity. Mr. Noumory Sidibe, Director General of CI-Energies, emphasized the importance of both parties adhering strictly to the terms of the agreement in order to ensure its sustainability.

The government of Liberia has committed to enhancing the effectiveness of energy consumption within the country. As part of this initiative, Interim Managing Director Gonkerwon assured CI-Energies officials that the government would prioritize energy sector improvements, including the installation of prepaid meters at all government institutions, excluding medical facilities. This step is expected to optimize electricity usage and improve the country’s overall energy efficiency.

The LEC’s strategic vision is to foster economic growth by ensuring a reliable power supply to key sectors. One of the main objectives outlined in the agreement is to extend access to electricity to large-scale consumers, including the Industrial Park along Somalia Drive and the industrial free zone, which require around 27 megawatts of power together.
