IMF Third Review Mission Engages Liberian Government on RSF Negotiations

The International Monetary Fund (IMF) Third Review Mission on Monday, January 12, 2026, held a high-level discussions with Liberia’s Minister of Finance and Development Planning, Augustine Kpehe Ngafuan, and key national stakeholders as negotiations continue under the Resilience and Sustainability Facility (RSF).

The IMF delegation was led by Mission Chief Daehaeng Kim and IMF Resident Representative Joel Chiedu Okwuokei.

Participants at the meeting included representatives from the energy, public works, environment, and water sectors, among others.

Discussions centered on Liberia’s ongoing engagement under the RSF framework, with particular attention given to supply-side issues and policy reforms needed to support climate resilience and sustainable development.

The RSF operates under the IMF’s Resilience and Sustainability Trust (RST) and is intended to help countries address long-term structural challenges such as climate change adaptation and mitigation, as well as pandemic preparedness.

The facility targets low-income and climate-vulnerable countries, including Small Island Developing States and fragile economies like Liberia.

Under the RSF arrangement, Liberia is eligible to access financing equivalent to 150 percent of its IMF quota, estimated at approximately US$1.4 billion in Special Drawing Rights (SDRs).

The financing comes on highly concessional terms, featuring a 20-year repayment period, a 10-year grace period, and interest rates significantly below market levels.

In addition to direct financing, the RSF can be utilized as budgetary support, enabling the government to implement policy reforms, invest in climate-resilient and green public infrastructure, and strengthen national capacity to respond to climate-related shocks.

Government officials described the engagement as a critical step toward aligning Liberia’s macroeconomic policies with long-term sustainability and resilience goals.
