IOM Plans to Reach 22 million Migrants in Crisis

The International Organization for Migration (IOM) has released its 2026 Crisis Response Plans intended to respond to the urgent humanitarian crises faced by migrants across 32 countries as it seeks US$2.5 billion in assistance.

The plans cover 32 priority country and regional operations and detail how IOM intends to respond to some of the world’s most severe humanitarian emergencies through evidence-based and people-centered interventions.

In total, IOM aims to reach approximately 22.7 million people in 2026, including migrants, internally displaced persons, returnees, and host communities.

To implement these life-saving and resilience-building activities, IOM is seeking USD 2.5 billion, an amount integrated into its Global Appeal for 2026.

The organization stressed that the reduced funding target compared to previous years does not signal a decline in humanitarian needs, but rather a strategic prioritization designed to ensure limited resources are directed where they can have the greatest impact.

“With humanitarian needs continuing to grow worldwide, we have made difficult choices to focus on the most acute crises and the most vulnerable populations,” IOM noted. “This approach allows us to concentrate on interventions that save lives, stabilize communities, and can be scaled up as additional funding becomes available.”

The organization highlighted Sudan as one of the gravest crises. Nearly one in three people in the country has been displaced internally or across borders since the conflict erupted.

For 2026, IOM is requesting USD 170 million to assist 1.3 million people affected by the war, prioritizing emergency assistance while also strengthening resilience among displaced, returning, and host communities. A key component of the response includes investing in local institutions and partners to promote sustainable, locally led humanitarian action.

Across all 32 plans, IOM emphasized that timely and predictable funding is critical, warning that millions of lives depend on adequate international support. The 2026 Crisis Response Plans convert global humanitarian needs into clear operational priorities, demonstrating how donor contributions translate directly into protection, dignity, and recovery for people uprooted by crisis.

IOM has called on donors, partners, and the broader international community to support the plans, urging a response that matches the scale of global displacement, is grounded in evidence, and places affected people at the center of humanitarian action.
