‘Legislative Scrutiny of Constitutional Review’

“The Constitution is the foundation of our nation, and its review is a matter of profound national significance,” Rep. Williams noted.

Representative Anthony F. Williams of Electoral District #2, Pleebo Sodoken, Maryland County, has submitted two separate but far-reaching communications to the House of Representatives, calling for enhanced legislative oversight over the constitutional review process and the administration of county finances and development programs across Liberia.

In his first communication addressed to Speaker Richard Nagbe Koon and Members of the 55th National Legislature, Rep. Williams urged Plenary to invite key national institutions involved in the ongoing constitutional review to provide a comprehensive briefing on the status of the process: These institutions include the Governance Commission, the Law Reform Commission, and the Ministry of Justice.

According to Rep. Williams, the request is informed by the constitutional review commitment outlined in the policy statement of President Joseph Nyuma Boakai.

He emphasized that the Legislature bears a solemn responsibility to remain fully informed and actively engaged, given the constitutional requirements governing amendments.

Citing Articles 2, 91, and 92 of the 1986 Constitution, the lawmaker underscored that any amendment must secure a two-thirds majority of both Houses of the Legislature and be ratified by two-thirds of registered voters in a national referendum.

“The Constitution is the foundation of our nation, and its review is a matter of profound national significance,” Rep. Williams noted, stressing that clarity is needed on the scope, timelines, coordination, and inclusiveness of the review process.

He added that engaging the relevant institutions before Plenary would promote transparency, accountability, and public confidence, while ensuring that the interests of all Liberians are safeguarded.

In a separate communication on the same date, Rep. Williams called for the appearance of the Minister of Internal Affairs, Hon. Francis Sakila Nyumalin, Sr., along with his deputies, assistant ministers, and controller, to account for county financial management and development performance for Fiscal Years 2024 and 2025.

The Maryland County lawmaker requested that the Ministry present detailed reports on fiscal allocations to counties, utilization of funds by county superintendents, the status of development projects, and challenges or irregularities affecting implementation.

He further requested an update on the number of chiefs and other local government officials placed on the national payroll for the 2025/2026 fiscal period.

Rep. Williams pointed out that the Ministry of Internal Affairs exercises direct administrative oversight over county governments, making it imperative for the Legislature to assess how public resources have been managed at the local level.

He cited growing public concern over fiscal accountability and uneven development across counties as justification for the request.

“The appearance of the Ministry’s leadership before Plenary will reinforce legislative oversight, promote transparency, and strengthen public confidence in local governance structures,” he stated.

Taken together, the two communications reflect Rep. Williams’ broader push for robust legislative engagement in matters of national importance-ranging from constitutional reform to fiscal discipline and grassroots development.

He urged his colleagues to act favorably on requests, describing them as critical to strengthening democracy, upholding the rule of law, and ensuring equitable and accountable governance in Liberia.
