The landmark initiative was conducted under the Blue Oceans Program, a Government of Liberia project implemented by Conservation International (CI) with funding from the Government of Sweden through the Swedish International Development Agency (SIDA).
Speaking during the official launch held in Monrovia on October 28, 2025, the Executive Director of the Environmental Protection Agency (EPA), Dr. Emmanuel Urey Yarkpawolo, who served as chief launcher, described the report as “a major milestone in Liberia’s environmental history.”
“The National Mangrove Inventory represents a significant step toward promoting carbon storage, enhancing biodiversity, and strengthening national efforts to combat climate change,” Dr. Yarkpawolo said.
“This initiative aligns with Executive Order No. 143 issued by President Joseph Nyuma Boakai in 2024, which mandates the protection and sustainable management of all wetlands across Liberia. It is a national heritage initiative that safeguards our future.”
He praised the Government of Sweden for its unwavering partnership and continued support to Liberia’s environmental sustainability programs, while extending appreciation to EPA staff, national partners, and local communities for their role in ensuring the success of the mangrove inventory.
Dr. Yarkpawolo further disclosed that the EPA has developed a US$3.2 million project to revise and strengthen mangrove and wetland management across Liberia, aimed at improving coastal resilience and supporting the country’s commitment to the Paris Agreement on Climate Change.
Partners Commend Liberia’s Efforts
Representatives of the European Union (EU), Irish Embassy, and the Liberia Institute of Statistics and Geo-Information Services (LISGIS) were among key partners who graced the ceremony and commended Liberia’s growing commitment to evidence-based environmental management.
Speaking on behalf of the European Union, the EU Representative emphasized the importance of the National Mangrove Inventory in driving policy decisions that balance development and conservation.
“This report provides critical data to guide Liberia’s environmental planning and demonstrates that strong partnerships can deliver sustainable results for people and nature,” the EU envoy noted.
Also delivering remarks, a representative from the Embassy of Ireland reaffirmed Ireland’s support for Liberia’s climate resilience and biodiversity protection efforts.
“Ireland stands with Liberia and its partners in promoting environmental governance that uplifts communities and protects vulnerable ecosystems,” the Irish representative stated.
For his part, representing the statistical authority, lauded the collaboration between data institutions and environmental bodies in compiling the inventory.
“The inclusion of geospatial and scientific data makes this report a reliable national resource for planning and policy development. It is a model for how data and science can guide sustainable environmental management,” he said.
A Foundation for Climate Action
The National Mangrove Inventory Report serves as the first comprehensive assessment of Liberia’s mangrove ecosystems, documenting their current state, coverage, and contribution to carbon storage and local livelihoods.
Officials say the findings will guide national strategies for coastal defense, community livelihoods, and climate adaptation, ensuring that Liberia’s mangroves continue to serve as vital buffers against rising sea levels and environmental degradation.
With this launch, Liberia joins a growing number of countries taking data-driven action to preserve mangroves the “green guardians” of the coast as part of global efforts to combat climate change and promote sustainable development.
