Brussels, Belgium– His Excellency J. Levi Demmah, Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the Kingdom of Belgium, the Kingdom of the Netherlands, the Grand Duchy of Luxembourg, and the European Union, met on Tuesday, May 20, 2025, with H.E. Mr. Moussa Selah Batraki, Secretary-General of the Organization of African, Caribbean and Pacific States (OACPS), at the organization’s headquarters in Brussels.
During the meeting, Ambassador Demmah reaffirmed Liberia’s steadfast commitment to multilateralism, development, and global cooperation.
He extended warm greetings and reiterated Liberia’s continued support for the shared values and principles of the OACPS, noting Liberia’s status as a founding member of the organization.
“Liberia remains dedicated to the collective strength of our 79 member states,” the Ambassador stated. “Under the Samoa Agreement, we will continue to champion a more just, equitable, and sustainable global order.”
According to a dispatch from Brussels, Ambassador Demmah highlighted Liberia’s national development strategy, the “ARREST” Agenda, which focuses on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism.
He emphasized the government’s commitment to good governance, accountability, and regional cooperation-aligning with the broader strategic objectives of the OACPS.
The Ambassador also underscored the importance of South-South cooperation in building resilient economies and elevating the collective voice of the Global South.
In a notable announcement, Ambassador Demmah reaffirmed Liberia’s full commitment to the Samoa Agreement and the Luanda Declaration, applauding the OACPS Secretariat and member states for their efforts in finalizing the new partnership framework with the European Union.
“This Agreement provides a crucial opportunity to modernize our cooperation with the EU while emphasizing climate resilience, human rights, gender equality, peace, and sustainable economic growth,” he stated.
During the exchange of views, Ambassador Demmah also formally announced Liberia’s candidacy for a non-permanent seat on the United Nations Security Council.
He cited Liberia’s founding role in the United Nations and its longstanding commitment to peace and diplomacy, including the historic election of Angie Brooks-Randall as the first female President of the UN General Assembly and Liberia’s consistent contribution to peacekeeping missions across Africa.
“For nearly two decades, Liberia has maintained a stable democracy, with three peaceful transfers of power,” he emphasized. “Our candidacy is rooted in our commitment to representing the interests of all nations-large and small-at the highest level of international peace and security.”
In response, Secretary-General Batraki warmly welcomed Ambassador Demmah to Brussels and the OACPS headquarters. He discussed the upcoming Ministerial Meetings scheduled for May 23, as well as
preparations for the launch of the OACPS 50th Anniversary celebrations.
In closing, Ambassador Demmah thanked Secretary-General Batraki for the audience and expressed optimism about continued collaboration with all OACPS member states and the Secretariat to advance shared objectives and ensure that no country is left behind.
Ambassador Demmah was accompanied by Mr. Senve Darlington Tehmeh, Minister Counselor for Press and Public Affairs, who is currently serving as Chargé d’Affaires, a.i.
