H.E. Joseph Nyumah Boakai
President
Republic of Liberia π±π·
Ref: Mr. President, Pay Attention to Civil Servants. They still earn US$86.99 per month. This is Slavery.
Dear Mr. President,
A dossier of GOL payrolls from various ministries and agencies covering September 2025 just got leaked. Saddened by what we are seeing, this letter is a cause for national concern.
This is Evil. The Society is still Unequal and Unjust. The System in Liberia was Designed by a Few to Suppress the Majority. The system is rotten. Itβs Time to Disrupt it. It is Time for Radical Reform, Mr. President.
No one group of people supported you to become President more than tens of thousands of civil servants who felt marginalized and suppressed. Under you, they are still being marginalized and suppressed. Pay attention to them because they are catching hell (hard time).
The public workforce in Liberia stands at 67,746 across 104 spending entities (CSA Annual Report, 2024). Out of this number, 42,076 are civil servants. Mr. President, please pay attention to civil servants.
In this letter from The Hague to you, we chose not to call their names in order to conceal their identities from public ridicule and ignominy. So, weβve only used their employee IDs.
Mr. President, these are just a few civil servants who are earning far below US$150 both in gross salary and net salary, without any benefit(s). This is evil. This is injustice. This is inequality. Like we said, there are a lot of them who earn these non-living wages while the βbig shotsβ or βtop brassβ in your government continue to bag over US$11K; some over US$9K and US$5K per month, excluding huge benefits and other perks.
For instance, it will take a lot of civil servants 7 years 6 months to earn just what a Lawmaker earns in one month (US$7,900). Mr. President, some Lawmakers, Ministers, and MDs even use what you see below for their lunch every day. The society is evil, unequal, and unjust. And this is why and what we must disrupt the system. We have to stop this from happening now.
Since we have a lot of leaked GOL payrolls in our possession, letβs start with the payroll of the Judiciary. Mr. President, these are just a few of the civil servants:
1) Employee ID 430750: US$115 in Gross and US$86.99 in net.
2) Employee ID 431581: US$115.50 in Gross and US$87.71 in net.
3) Employee ID 436522: US$115.50 in Gross US$88.04 in net.
4) Employee ID 416002: US$117.60 in Gross and US$ 94.64 in net.
5) Employee ID 436522: US$115.50 in Gross and US$88.04 in net.
6) Employee ID 431581: US$115.50 in Gross and US$87.71 in net.
7) Employee ID 430875: US$115.50 in Gross and US$92.74 in net.
8.) Employee ID 433529: US$115.50 in Gross and US$103.35 in net.
9) Employee ID 436520: US$115.50 in Gross and US$103.35 in net.
10) Employee ID 431562: US$119.70 in Gross and US$106.75 in net.
11) Employee ID 430849: US$126.00 in Gross and US$111.86 in net.
12) Employee ID 430848: US$126 in Gross and US$111.86 in net.
13) Employee ID 416002: US$117.60 in Gross and US$94.64 in net.
14) Employee ID 437172: US$142.80 in Gross and US$125.47 in net.
15) Employee ID 437171: US$142.80 in Gross and US$$125.47 in net.
How can US$86.99 even transport a civil servant to work and back home, let alone feed him/her, buy clothes, pay rent, pay water bill, pay electricity bill, pay medical bill, pay children school fees, etc.? Mr. President, let someone tell us how?
From this same US$86.99 in net salary per month, your government is dividing or disaggregating it into 70% USD and 30% LRD. Mr. President, how do you expect these civil servants and their families to survive in Liberia where prices are rising according to you? This is not “Rescue”. This is βRe-useβ. In fact, this is Slavery.
If they βthe big shotsβ think civil servants can survive on US$86.99 to US$150 in Liberia, why canβt they also survive on US$1,000 to US$5,000 in the same country with the same prices (e.g., CPI)?
We call on you, Mr. President, to significantly cut down on public waste (wasteful spending). The waste is too much in your government. This is not βRescueβ. Cap all salaries and benefits of so-called βbig shotsβ or βtop brassβ at US$5K per month and increase the salaries and benefits of civil servants.
A new fiscal year, the third fiscal year under your watch, is coming in January (FY2026). We are watching again. Please do not let the civil servants down. They and their families, too, deserve better. This is not what and why they voted for. We encourage you to reflect on your promise to them. Civil servants must be treated with dignity and respect. It’s time to put the people’s interest first.
Liberia First. Liberia Forever.
