Liberian House Convenes Second Day of Plenary with Key Legislative Business

The Honorable House of Representatives of the 55th Legislature on Thursday convened the second day sitting of the first quarter of its third session, with lawmakers expected to deliberate on several important bills, communications, and national policy matters.

The day’s sitting commenced with the formal call to order, followed by prayer, roll call, and the reading, correction, and adoption of the agenda. No petitions were immediately presented before the plenary, paving the way for reports from standing and special committees.

Under motions, bills, and resolutions, Representative Anthony F. Williams of Electoral District #2, Maryland County, submitted a proposed legislation titled “An Act to Amend and Restate Sections 16, 200, 201 and 205 of the Consolidated Tax Amendments to the Revenue Thresholds and Reform the Incentive Regime.”

The bill seeks to revise Liberia’s tax framework and improve the country’s investment incentive regime.

In a related development, Representative Michael M. Thomas of Electoral District #4, Montserrado County, also submitted a communication calling for legislative enactment to establish a Paynesville Comprehensive Referral Hospital, aimed at strengthening healthcare delivery in the country’s most populated city.

A major portion of the sitting focused on business from the Speaker’s desk, including communications from the Liberian Senate, which is currently in session.

The Senate informed the House of its endorsement of House Engrossed Bills 11 and 12.

These include the Cybercrime Act of 2025, intended to prevent, detect, and prosecute cyber-related offenses, and another act repealing the Bureau of State Enterprise (BSE) and establishing the State-Owned Enterprises Authority of Liberia (SEAL).

The Senate also forwarded for concurrence several engrossed bills, including the proposed Zooning Act of the Republic of Liberia; legislation to amend the Public Authorities Law to create the Liberian Institute of Tax Practitioners; a bill establishing the National County Sports Meet for entertainment and development; and an act governing the collection, protection, and use of personal information in Liberia.

Additional communications were received from Representative Kortor S. Kwagrue of Electoral District #5, Nimba County, requesting the construction of a vocational training center in Beeplay, Buu-Yao District, and proposing that town chiefs across Liberia be placed on government salaries or compensation schemes.

Representative Michael M. Thomas also requested a two-week excuse from plenary sittings to attend to an emergency health issue.

Meanwhile, the Central Bank of Liberia updated the House on its ongoing efforts to transition the regulatory and supervisory oversight of the insurance sector to an independent Insurance Commission.

The Liberia Maritime Authority submitted its 2025 annual report, while People’s Tour Liberia requested approval to conduct a two-day educational tour of the House of Representatives beginning January 20, 2026.

The session concluded with miscellaneous discussions before adjournment, as lawmakers prepare for subsequent sittings expected to further address the wide-ranging legislative agenda before the House.
