A civil lawsuit alleging interference with a legally recognized marriage has been filed before the Civil Law Court of the Sixth Judicial Circuit in Montserrado County, naming Madam MacDella Cooper, Political Advisor to President Joseph Nyuma Boakai, as defendant.
The plaintiff, Mrs. Ce Cecelia Kpor Koon, a Liberian citizen residing in the United States, instituted an Action of Injuries to Domestic Relations and Damages, claiming that Madam Cooper unlawfully intruded into her marital relationship with House Speaker Richard Nagbe Koon.
According to the complaint filed during the Court’s March Term 2026, Mrs. Koon states that she is the lawful wife of Speaker Koon, having been married to him on July 29, 2015, in Wilmington, New Castle County, Delaware, United States of America.
A certified copy of the marriage certificate issued by the State of Delaware was attached to the complaint as supporting evidence.
The plaintiff further avers that although divorce proceedings between herself and Mr. Koon are currently pending before a competent court, no decree of divorce has been entered, thereby leaving the marriage legally intact under Liberia’s Domestic Relations Law.
Mrs. Koon alleges that Madam Cooper has publicly and repeatedly claimed to be the “spouse” of Speaker Koon through social media posts, public statements, and media publications.
One such publication, circulated online in December 2025, quoted Madam Cooper as confirming a romantic relationship with Speaker Koon and referring to herself as his spouse.
The complaint contends that these public declarations constitute a willful and malicious interference with an existing marriage, in violation of Chapter 13 of Liberia’s Domestic Relations Law, which provides remedies for injuries to marital relations.
The plaintiff claims that the alleged conduct caused her severe emotional distress, public humiliation, loss of affection, and psychological trauma.
As relief, Mrs. Koon is seeking US$3.5 million in general damages, additional punitive damages to be determined at trial, a permanent injunction restraining Madam Cooper from further contact with Speaker Koon, and an order compelling a public retraction of any claims of marital status.
The case has attracted significant public attention due to the prominence of the individuals involved.
As of press time, Madam Cooper has not publicly responded to the lawsuit, and the court has not yet scheduled a hearing on the merits of the case.
The matter now awaits judicial determination.
