LiNCA Launches Civilian Arms Registration 

The Liberia National Commission on Arms (LiNCA) has officially launched the Civilian Arms Registration Program, an initiative to regulate civilian-held firearms and enhance national security. The program, spearheaded by LiNCA Chairman James M. Fromayan, marks a significant step in Liberia’s efforts to control small arms proliferation and improve public safety.

The launch event, held on the grounds of the Executive Mansion on Capitol Hill, brought together key government officials, security sector representatives, and civil society actors. In his remarks, Chairman Fromayan described the initiative as a “landmark moment for security and civilian accountability.”

Liberia’s history of armed conflict left behind an enduring challenge of illicit firearms, despite disarmament efforts following the civil wars. The lingering presence of unregistered weapons has continued to pose security risks, contributing to crime and sporadic violence.

“The proliferation of illicit small arms and light weapons remains a pressing concern, not only in Liberia but across the ECOWAS sub-region,” Fromayan stated. “In response, ECOWAS encouraged member states to establish regulatory commissions to curb the illegal circulation of such weapons, leading to the creation of the Liberia National Commission on Small Arms, now known as LiNCA.”

Following Liberia’s ratification of the Arms Trade Treaty (ATT) in 2022, LiNCA’s mandate was expanded to cover conventional arms and ammunition. The newly launched registration framework seeks to establish a structured national database of legally owned civilian firearms, ensuring accountability and traceability.

The initiative comes in the wake of Executive Order #141, issued by President Joseph N. Boakai on February 24, 2025, mandating the registration of all civilian-owned firearms. The order is part of broader efforts to improve national security and ensure proper oversight of weapons in private hands.

“Today, we reaffirm the fact that there are arms and ammunition in the hands of some of our compatriots and foreign residents without proper documentation,” Fromayan emphasized. “This registration initiative is a proactive approach to national security, allowing us to differentiate between legal gun owners and those who pose potential threats to public safety.”

The registration process will be rolled out nationwide as logistics become available. LiNCA, working in collaboration with the National Security Advisor’s office and other security agencies, has structured a two-category registration system. This includes shoulder-fired single/double-barrel rifles used for hunting and recreation, as well as 1.6mm–9x19mm firearms designated for private security personnel and individuals requiring protection due to their professions.

Chairman Fromayan clarified that LiNCA is not involved in selling or distributing firearms and ammunition, stressing that only licensed dealers will be permitted to engage in legal firearm transactions.

During the launch, the Liberia Immigration Service (LIS) pledged its full support for the initiative. LIS Deputy Commissioner for Operations, Atty. A. Kandukai Jalieba, underscored the importance of strengthening gun control measures to enhance national security.

“This initiative is not just about policy or regulation; it is about our nation’s safety, security, and future,” Jalieba said. “Illegal firearms fuel crime, disrupt economic activities, and threaten social stability. As an enforcement agency, LIS is committed to working alongside LiNCA and other security entities to ensure compliance and safeguard our borders against illegal arms trafficking.”

The success of the program will depend largely on public participation and awareness. LiNCA has outlined plans for nationwide sensitization campaigns to educate firearm owners on the importance of registration.

“Regulations alone cannot succeed without citizen cooperation,” Jalieba noted. “It is our collective responsibility to ensure compliance. Owning an unregistered firearm endangers not only the individual but the broader society.”

As the registration process begins, LiNCA has urged all firearm owners to comply with the new directive, emphasizing that failure to register will result in legal consequences. The initiative represents a decisive step toward strengthening Liberia’s internal security mechanisms. With full government backing and cooperation from security agencies, LiNCA’s efforts signal a commitment to enforcing firearm regulations while promoting responsible gun ownership.

“We must reaffirm our commitment to upholding the rule of law and protecting our communities,” Fromayan concluded. “A secure nation is a prosperous nation. Together, we can achieve a future where firearms are controlled, and public safety is prioritized.”
