LNP Charges Zainab Bah and Ibrahim Jalloh with Power Theft and Assault, Suspends Officer for One Month Over Misconduct

The Liberia National Police (LNP) has released the findings of its investigation into the widely publicized July 22 incident involving Zainab Bah and Ibrahim Jalloh in the Newport Street community of Central Monrovia.

The altercation occurred during a power theft inspection conducted by the Liberia Electricity Corporation (LEC) and drew national attention after video footage surfaced showing officers in a physical confrontation with Madam Bah.

Key Findings and Charges.

Speaking at a press briefing Thursday, the LNP confirmed that Madam Bah’s arrest was lawful but acknowledged that aspects of the arrest, particularly the conduct of one officer, fell short of professional standards.

According to the LNP’s Professional Standards Department, Madam Bah resisted the LEC operation and allegedly assaulted officers by throwing a bench and hot soup at them.

These actions, considered criminal under Liberian law, have led to formal charges of Simple Assault, Preventing Arrest or Discharge of Official Duties, and Disorderly Conduct. Her case is now pending trial.

Mr. Ibrahim Jalloh, identified as Madam Bah’s husband, has been charged with Power Theft.

Authorities alleged that Jalloh tampered with LEC meters and bypassed billing mechanisms to avoid payment. His case will also proceed to court.

Disciplinary Action Against Officer

The investigation determined that Officer Alice M. Tokpah used excessive force during the arrest, including the inappropriate removal of Madam Bah’s head covering, a move now described by the LNP as “unjustified” and lacking cultural sensitivity.

Officer Tokpah has been suspended for one month without pay.

The LNP also cited a failure to accommodate Madam Bah’s language barrier, which may have contributed to the escalation of the incident.

By contrast, Officer Prince W. Chebo was cleared of any misconduct and has been fully exonerated.

Commitment to Accountability

“This investigation reflects our ongoing commitment to transparency, accountability, and professional policing,” the LNP’s Press and Public Affairs Division stated. “We acknowledge the public concern this incident has raised and assure all Liberians that steps are being taken to uphold both the rule of law and individual rights.”

The LNP called for continued public cooperation and reaffirmed its responsibility to protect civil liberties while enforcing the law.

As public reaction to the incident continues to evolve, many will be closely watching the upcoming legal proceedings, especially amid ongoing concerns about police conduct and human rights during arrests.
