The National Lottery Authority (NLA) has officially launched its Five-Year Strategic Plan (2026–2030), setting in motion what management describes as a transformative roadmap aimed at modernizing and strengthening Liberia’s gaming sector.
The plan, unveiled Friday in Monrovia, outlines key reforms designed to enhance regulatory oversight, improve institutional governance, expand digital operations, and increase the Authority’s contribution to national development.
Delivering the official launch statement, NLA Director General Peter L. Solo described the strategic document as a “milestone initiative” that positions the Authority as a modern, accountable, and socially responsible gaming regulator.
“This strategic plan charts a new direction for the NLA — one grounded in transparency, innovation, regulatory excellence, and national impact,” Solo said before lawmakers, board members, consultants, and other stakeholders gathered for the launch ceremony.
The 2026–2030 roadmap is anchored on five key pillars designed to reposition the institution and strengthen Liberia’s gaming framework.
Governance, Leadership and Institutional Reform will focus on strengthening internal controls, promoting transparency, and enhancing accountability across the Authority.
Regulations, Compliance and Enforcement aims to establish a structured and effectively monitored gaming environment to protect players and safeguard stakeholder interests.
Under Lottery Operations and Product Modernization, the NLA plans to introduce innovative lottery products and upgrade operational systems to boost revenue generation and market competitiveness.
The fourth pillar, Digital Transformation and Product Integration, emphasizes expanding access through technology and implementing Regulations 005 and 006 to formalize regulatory authority over online gaming platforms.
Finally, Social Responsibility and Good Causes Funding seeks to deepen the NLA’s contribution to national development, including support for social welfare programs and persons with disabilities.
According to management, the plan was developed following extensive consultations with the Board of Directors, senior management, consultants, and other key stakeholders.
Solo emphasized that the strategic framework marks a significant shift in the Authority’s operational and regulatory trajectory, promising improved governance standards and enhanced stakeholder confidence.
“The NLA is poised for growth and modernization,” he said, noting that aligning operations with international best practices will maximize revenue generation while strengthening public trust.
He also extended appreciation to the Board of Directors, consultants, and members of the Strategic Plan Committee for their technical contributions in shaping the document.
The Strategic Plan is being launched under the theme: “A Modern, Accountable and Socially Responsible Gaming Regulator.”
Officials say the five-year agenda aims to reposition the NLA as a model regulatory institution within the sub-region, while increasing its economic and social impact across Liberia.
The launch signals what management describes as the beginning of a new chapter for the Authority — one focused on innovation, reform, and measurable national contribution.
