Ngafuan Dismisses Revenue Concerns, Assures Strong Fiscal Outlook

Finance Minister Augustine Ngafuan has dismissed growing concerns about possible revenue shortfalls, asserting that the country’s fiscal position remains sound and stable.

“There was no budget shortfall last year, and there will be no shortfall this year,” Minister Ngafuan declared confidently.

He emphasized that even without the contribution from ArcelorMittal, Liberia’s national budget remains robust. “Without Mittal’s US$200 million, the budget would still stand at around US$1 billion,” Ngafuan said, adding that “too many good things are happening, and the budget will deliver a lot of positive outcomes next year.”

He made the remarks on Monday, November 10, 2025 during a special press briefing at the Ministry of Information, Cultural Affairs and Tourism in Monrovia.

Supporting the minister’s optimism, Liberia Revenue Authority (LRA) Commissioner General Dorbor Jallah confirmed that revenue collection is on track.

“We are on course to meet our revenue target, and may even surpass it,” Jallah stated.

He noted that the contribution from ArcelorMittal only enhanced an already strong fiscal position.

“ArcelorMittal just added more flavor to our billions, because we would have still reached a billion even without the US$200 million,” Jallah explained.

Both officials reaffirmed the government’s confidence in maintaining fiscal discipline and sustaining economic growth in the coming year.
