No Allowance, No Test: Trainees Halt Margibi Valuation Program

Margibi County — Activities at the Boys Town Training Center in Margibi County were disrupted on Friday , March 6, 2026, when participants attending a Real Property Valuation training under the Liberia Land Authority (LLA) refused to sit for a scheduled end-line assessment, citing unresolved welfare and logistical concerns.

The training forms part of the government’s Real Property Valuation for Enhanced Revenue Collection and County Sharing Project, implemented under Liberia’s Public Sector Investment Program (PSIP). The program is designed to strengthen national revenue systems by improving the identification, valuation, and documentation of properties across the country.

However, tension arose when trainees assigned to the Margibi training site declined to take the End-Line of Program (ELoP) test, arguing that several commitments expected under the training arrangement had not been fulfilled.

According to participants, the decision to boycott the assessment was driven by multiple issues affecting their ability to effectively participate in the training.

Among the primary concerns raised was the absence of a Daily Subsistence Allowance (DSA). Trainees said the allowance was expected to support their basic needs during the training period but had not been provided, creating financial hardship for several participants.

Participants also reported a lack of adequate lodging arrangements, particularly for those traveling from communities outside the immediate training area. Some trainees said they had been forced to find their own accommodation.

Transportation challenges were another concern. Several trainees indicated that no transport support had been provided, despite many commuting long distances within Margibi County to attend the sessions.

In addition, participants cited other logistical and welfare issues, including concerns related to feeding arrangements, movement coordination, and general support services that they said were expected for training activities funded under the PSIP.

Key Phase of National Valuation Program

The training is considered a critical component of the national property valuation initiative being implemented by the Liberia Land Authority. The project aims to modernize property taxation systems and improve government revenue generation.

Under the initiative, trained personnel will be deployed to conduct field activities including:

Property identification and coding

Block mapping of communities

Property measurement and GPS data collection

Property value determination

Data entry into a national property valuation database

The data collected will support property taxation reforms and enhance revenue sharing among counties.

Government projections indicate that the project has been allocated US$1.57 million in FY2025, with projected funding increasing to US$1.73 million in FY2026 and US$1.89 million in FY2027 under the Public Sector Investment Program.

Participants are now calling on project authorities to urgently address the concerns raised before proceeding with the testing phase.

They argue that resolving the welfare and logistical issues will ensure fairness, improve motivation, and guarantee effective participation in the nationwide valuation exercise.
