MONROVIA – The Office for the Establishment of the War and Economic Crimes Court in Liberia (OWECC-L), in partnership with transitional justice stakeholders, has launched a nationwide outreach campaign under the theme “Justice for All.”
The initiative seeks to engage citizens across Liberia’s 15 counties and the diaspora, with a focus on promoting justice, fostering accountability, and strengthening civic education.
The launch marks a significant step toward the establishment of the War and Economic Crimes Court and the National Anti-Corruption Court, scheduled to begin operations in November 2027 and November 2026, respectively.
The outreach effort is guided by a National Communication and Outreach Strategy that prioritizes inclusive dialogue, truth-telling, and survivor-centered narratives.
Speaking at the launch event, Dr. Jallah A. Barbu, Executive Director of OWECC-L, emphasized the necessity of broad national participation to address impunity and uphold the rule of law. “To address impunity, support the rule of law, and ensure accountability in the country, I now declare the launch of the national outreach program,” Dr. Barbu announced.
Dr. Barbu underscored the campaign’s alignment with Liberia’s ongoing commitment to justice and implementation of the Truth and Reconciliation Commission’s (TRC) recommendations.
These include provisions for reparations, a national apology, and the construction of memorials, measures intended to promote healing and collective remembrance.
The event brought together Liberian government officials, members of the diplomatic corps, civil society actors, and human rights organizations, all highlighting the urgent need for action and sustained funding to bring the courts into full operation.
Established in 2005, the TRC has long advocated for the creation of a dedicated court to prosecute those responsible for crimes committed during Liberia’s civil wars, which resulted in an estimated 250,000 deaths and the displacement of over a million people.
As Liberia looks to the future, the Justice for All campaign aims to ensure that the voices of victims and survivors are heard, fostering national reconciliation and reinforcing the country’s commitment to justice, accountability, and lasting peace.
