Pres. Boakai Champions Modernized National ID Rollout Ahead of 2026 Deadline

Monrovia, Liberia- President Joseph Nyuma Boakai has mandated the full-scale implementation of a Biometric Identification Card System across Liberia, with nationwide rollout set to be completed by April 13, 2026.


The directive, outlined in a July 5 memo issued by National Security Advisor Hon. Samuel Kofi Woods, emphasizes the urgent need to modernize Liberia’s identity infrastructure.
The system will leverage biometric technology with instant offline verification, enabling secure and efficient access to financial services, government programs, and other critical sectors.


Describing the initiative as “a core component of my good-governance and transparency agenda,” President Boakai noted that the project will enhance national security, boost economic growth, streamline voter registration, and build public confidence in government institutions.


To oversee the development and implementation of this ambitious undertaking, a Project Steering Committee has been established, bringing together key government agencies and strategic advisors.

The committee includes representatives from:
Office of the National Security Advisor
Ministry of Internal Affairs
Ministry of Foreign Affairs
Ministry of Post and Telecommunications
Liberia Telecommunications Authority (LTA)
National Identification Registry (NIR)
Central Bank of Liberia
National Elections Commission (NEC)
Senior Economic Advisor to the President
President’s Delivery Unit (Ministry of State)


The President has instructed the committee to finalize contractor selection and devise a detailed national rollout plan covering all regions of the country.


Importantly, the memo acknowledges that an earlier procurement process resulted in the selection of OSD International, an Austrian technology provider, through a legally binding contract signed by the National Identification Registry and Liberia Telecommunications Authority.


President Boakai affirmed the government’s commitment to honoring that agreement, citing both legal obligations and the urgency of timely execution.


With this initiative, Liberia joins a growing number of African nations investing in digital identity systems as a foundation for inclusive development, transparent governance, and fraud prevention.


Tue stressed that success would depend on strong inter-agency collaboration, public education, and transparency throughout the rollout process.
