President Joseph Nyuma Boakai, Sr. has officially launched the Instant Inclusive Payment System (IIPS), describing it as a historic national milestone and a bold step toward building a modern, inclusive, and transparent financial system for Liberia.
Speaking at the launch ceremony in Congo Town, President Boakai said the new system signals Liberia’s readiness to embrace the future of digital finance while ensuring that no citizen is left behind.
“This is not just a technological achievement,” President Boakai declared.
“It is a statement of intent a promise to our people that progress will not leave them behind.”
Equal Access from Monrovia to Rural Communities
President Boakai emphasized that the IIPS will guarantee equal financial opportunity for all Liberians, from urban centers to remote villages.
“Our citizens deserve the same opportunity to participate in the economy,” he said.
“They deserve to send and receive money instantly, securely, and affordably, with dignity, transparency, and trust in the financial system.”
The President said the platform directly supports the Government’s ARREST Agenda, noting that digital finance is a key driver of national development.
BOOSTING AGRICULTURE, ROADS, AND RULE OF LAW
Under the new system, President Boakai said farmers will receive payments instantly, eliminating long delays that have traditionally hurt agricultural productivity.
“As we build roads to connect communities physically, the Instant Inclusive Payment System builds digital highways to connect them financially,” he noted.
He added that by digitizing government payments including salaries, pensions, and social transfers the system will reduce leakages, strengthen transparency, and reinforce the rule of law.
In the education sector, students and institutions will be able to transact without barriers, while entrepreneurs in sanitation and tourism will benefit from faster payments that fuel growth and innovation.
FINANCIAL INCLUSION IS A RIGHT
President Boakai stressed that financial inclusion must be treated as a fundamental right, not a privilege.
“For too long, millions of Liberians have relied on cash risky, costly, and inconvenient,” he said.
“Today, we say: No Liberian should be left behind. No community should be excluded.”
He said the IIPS will empower market women, small businesses, and young innovators, creating a bridge from exclusion to empowerment.
CALL TO ACTION
President Boakai urged Liberians individuals, businesses, and institutions to embrace the system.
“Use the system. Trust the system. Innovate on the system,” he said.
“Let us make the Instant Inclusive Payment System not just a platform, but a movement for inclusion, empowerment, and national progress.”
CBL BOSS: ‘THIS IS A TRANSFORMATIONAL MOMENT’
Also speaking, Executive Governor of the Central Bank of Liberia (CBL), Henry F. Saamoi, described the launch as a transformational moment in Liberia’s financial history.
“The Instant Inclusive Payment System is the backbone of a modern economy,” Governor Saamoi said.
“It ensures real-time payments, strengthens trust, reduces cash dependency, and positions Liberia to compete in a global economy that rewards speed and efficiency.”
He noted that government payments will now be delivered instantly and transparently, eliminating bureaucratic delays and improving public service delivery.
“This is governance at its best responsive, accountable, and people-centered,” Saamoi added.
ORANGE LIBERIA, LONESTAR MTN BACK DIGITAL SHIFT
Mobile network operators Orange Liberia and Lonestar Cell MTN, key partners in the rollout, also spoke at the launch, pledging continued support for nationwide adoption.
An Orange Liberia executive said the system will deepen mobile money usage and expand access, especially in underserved communities.
“This platform strengthens trust in digital payments and empowers individuals and businesses across Liberia,” the Orange representative said.
Meanwhile, Lonestar Cell MTN hailed the IIPS as a catalyst for innovation and economic growth.
“Instant payments mean faster commerce, stronger small businesses, and greater financial inclusion,” an MTN official noted.
“We are committed to providing the network and mobile money services that will make this system work for every Liberian.”
A NATIONAL PLATFORM, A SHARED RESPONSIBILITY
Unveiling the brand “Instant and Inclusive Liberia,” President Boakai said the system belongs to the nation and serves all citizens, regardless of income, location, or age.
“This is a Liberian solution to a Liberian challenge,” he said.
While celebrating the launch, the President cautioned that the work has only begun.
“The launch of IIPS is the first chapter in a larger story of digital transformation,” Boakai said.
“We will expand services, integrate new technologies, and ensure that no one is left behind.”
As Liberia accelerates toward a digital future, the launch of the Instant Inclusive Payment System stands as a defining moment in the country’s quest for inclusive growth, transparency, and shared prosperity.
