Pres. Boakai Reshuffles Local Government Ministry, Makes Strategic Appointments

Seeking to consolidate reforms in local governance, president Joseph Nyuma Boakai, Sr. on Sunday, March 1, 2026, unveiled a reshuffled leadership team at the Ministry of Local Government, alongside fresh appointments affecting the Ministry of State for Presidential Affairs and other public institutions.

The appointments, announced from the Executive Mansion, are subject to confirmation by the Liberian Senate where applicable.

At the Ministry of State for Presidential Affairs, Mr. Bill McGill Jones has been appointed Deputy Minister for Administration, taking over from former Deputy Minister Cornelia Kruah who is currently serving as Minister of Youth and Sports. Madam Jennifer Davies Ross has also been named Assistant Minister for Administration.

The President also reconstituted the leadership of the Ministry of Local Government through a series of reappointments, describing the move as part of ongoing efforts to strengthen governance, decentralization and effective public service delivery nationwide.

The reorganization is in line with Chapter 25.22 of the 2025 Act establishing the Ministry of Local Government and underscores the administration’s focus on improving institutional performance and advancing national development priorities.

The reconstituted leadership of the Ministry of Local Government is as follows:

Mr. Francis Sakila Nyumalin, Sr. – Minister

Mr. Edward K. Mulbah – Deputy Minister for Local Government and Decentralization

Mr. Samuel F. Brown – Deputy Minister for Administration

Madam Selena Polson Mappy – Deputy Minister for Research, Policy and Planning

Mr. Joseph N. D. Bannah – Deputy Minister for Peacebuilding

Madam Fatima Bintu Sirleaf – Deputy Minister for Urban Affairs

Mr. J. Alphanso D. Perkins – Assistant Minister for Local Government and Decentralization

Mr. J. Emmanuel Wheinyue – Assistant Minister for Research, Policy and Planning

Mr. Eddie Cornelius Dillah – Assistant Minister for Urban Affairs

Mr. F. Dadeh Harper – Assistant Minister for Administration

Mr. Losene F. Bility – Assistant Minister for Legal Affairs and Traditional Marriages

Mr. Mike Khailelu B. Jabateh – Assistant Minister for Peacebuilding

Mr. William Jallah – Assistant Minister for Culture and Tradition

Additional appointments were made at three public institutions.

At the National Housing Authority, Mr. Mathias F. Korpu has been appointed Deputy Managing Director for Administration, while Madam Winnie Mameni Siakor-Dilah will serve as Deputy Managing Director for Technical Services.

At the Liberia Institute of Public Administration, Madam Nukey M. Richards has been named Deputy Director General for Training and Manpower Development.

Meanwhile, Mr. Julius P. Browne, Sr. has been appointed Deputy Director General for Operations at the Bureau of State Enterprises.

President Boakai said the latest appointments reflect his administration’s determination to reinforce capable leadership across government institutions and deepen decentralization, accountability and service delivery to the Liberian people.

The Liberian leader called on all appointed officials to discharge their duties with professionalism, integrity and steadfast commitment to national service.
