Pres. Boakai Signs Performance Contract with Public Officials

President Joseph Nyuma Boakai has signed the Performance Management and Compliance System (PMCS) contracts and the Code of Conduct with public officials during a ceremony at the Executive Mansion.

The event, held in the Parlours of the Executive Mansion, was attended by Cabinet Ministers, heads of government agencies and commissions, development partners, members of the diplomatic corps, and civil society representatives. The initiative is part of the President’s ARREST Agenda for Inclusive Development (AAID), designed to promote public administration transparency, accountability, and efficiency.

In his address, President Boakai described the PMCS as a transformative system aimed at addressing inefficiencies in governance and enhancing service delivery. “This system represents a fundamental shift in how we govern. We have established clear performance targets for every ministry, agency, and commission, and we will continuously monitor and evaluate our progress,” he explained.

The PMCS, in conjunction with the Code of Conduct, sets clear, measurable performance benchmarks for government institutions while enforcing adherence to ethical standards. The President emphasized that his administration aims to produce tangible results benefiting the Liberians. “Governance is not about promises but about delivering results that improve the lives of our citizens,” he affirmed.

President Boakai also extended his gratitude to development partners, notably the United Nations Development Programme (UNDP), for their support in bringing the initiative to fruition.

During a press briefing at the Ministry of Information, Cultural Affairs, and Tourism (MICAT) on December 12, Deputy Minister for Public Affairs Daniel Sando described the signing as a major step forward in enhancing accountability and service delivery. “This is progress. It demonstrates the government’s commitment to effectively managing the resources and trust of the Liberian people,” Sando remarked.

The President commended the contributions of the Cabinet Secretariat and the PMCS Technical Working Group in advancing the initiative, urging all heads of institutions to embrace the system fully.

“This marks a new era of governance in Liberia,” President Boakai concluded. “We are committed to working tirelessly to meet the needs and expectations of the Liberian people, and we call on every citizen to support these efforts for a stronger, more accountable, and inclusive Liberia.”
